Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

Qualification requirements: Tenderers shall have fulfilled all their tax obligations.

Documentation requirement: Tax and VAT certificate. The certificate shall not be more than 6 months old.

Qualification Requirement: Tenderer shall be a legally established company.

Documentation requirement: Norwegian tenderers shall present an updated Company Registration Certificate. Foreign tenderers shall present certificate(s) for statutory registration in the country of establishment.

Qualification requirement: Tenderers shall meet the requirements of Norwegian legislation with regard to health, safety and the environment (HSE).

Documentation requirement: HSE self-declaration stating that the Tenderer meets, or if awarded the contract will meet, statutory requirements in Norway relating to health, safety and environment. The self-declaration must be countersigned by one of the company's employees.

Qualification requirement: Products that are delivered to Returkraft shall be compatible with the requirements set i annex C — Ethical Requirements. Tenderers shall respect basic requirements for human rights and employee rights.

Documentation requirement: A signed self-declaration (c.f. annex C) from the Tenderer and sub-suppliers shall be submitted.

Qualification requirement: Tenderers shall have legal working conditions for both their own employees and for hired personnel.

Documentation requirement: Tenderers shall enclose a copy of a standard employment contract in the company and for any labour that has been hired in.

Tenderers shall enclose a self-declaration stating that the wage terms in the company are not worse than what is the norm for equivalent assignments in Norway.

Qualification requirement: If a Tenderer plans to use hired/sub-suppliers from abroad, the tenderer shall comply with the requirements in the laws and regulations on this.

Documentation requirement: A declaration and documentation that the Tenderer has routines for and is aware of the obligations that lie with the company (see Annex D).

Qualification requirement: Tenderers are obligated to take out and maintain insurance for the non-life and liability events that can occur during fulfilment of the contract.

Documentation requirement: Tenderers shall document the insurance and extent of the coverage.

Økonomisk og finansiell stilling:

Qualification requirement: Financial qualifications — Tenderers shall have sufficient economic and financial solidity to fulfil the contract obligations.

Minste nivå(er) av standarder:

Documentation requirement: Approved annual accounts with the auditor's report for the last two accounting years, which show positive equity and liquidity of at least 50 % of the expenses for each of the accounting years.

The reason for the requirement is that security of supplies is very important in this procurement, as the mil must be installed within a certain period in order to fulfil the existing contractual obligations.

If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the contracting authority deems suitable.

Teknisk og faglig kapasitet:

Qualification requirement: Tenderers shall have the relevant professional and technical qualifications for carrying out the assignment.

Minste nivå(er) av standarder:

Documentation requirement: Tenderers shall document experience from equivalent assignments with a good result, their organisation, competence and quality assurance systems in order to fulfil the assignment. The service provider can substantiate the experience by referring to competence of the HR at his disposal and personnel proposed for the assignment, even though the competence of this personnel is developed when they provided services to a different service provider.

Tenderers shall enclose a reference (Annex F) from a customer connected to the 3 most relevant assignments with a good result of an equivalent size as this enquiry, in the last 3 years. Returkraft reserves the right to contact the references for verification, as well as disqualify based on reference projects with bad results.
