Midlife upgrade of Class 72

Norske tog (NT) shall conduct a Midlife upgrade of Class 72.
Class 72 is a EMU (Electrical Multiple Unit). The total of vehicles is 36. Each vehicle consists four coaches, two motor and two trailer.
The trains are the first low floor trains delivered in Norway. All the sets shall be upgraded.
The trains are designed by Pininfarina, produced by AnsaldoBreda and were delivered between 2002 and 2006. Class 72 have now reached half of the programmed life and to keep a modern standard and comfort a midlife upgrade is necessary.

Requirement:
The tenderer shall fulfil obligations relating to the payment of taxes, VAT or similar payments under the laws of Norway or the relevant State in which the tenderer is established.
Documentation:
A tax certificate, no older than six months calculated from the deadline for delivery of the request to participate. A tax certificate shall be understood as:
For Norwegian tenderers:
— A certificate for tax and value added tax, issued by the tax collector's office
For foreign tenderers:
— Foreign tenderers must have corresponding certificates from their authorities documenting that they have complied with the rules and regulations relating to taxes, VAT, fees, duties etc. If the authorities do not issue applicable certificates, the tenderers shall submit a statement confirming that all such taxes have been paid. The statement shall be confirmed and signed by the tenderer's chief financial officer and auditor.

Økonomisk og finansiell stilling:
Requirement:
The tenderer shall have sufficient economic strength to be able to fulfil the contract.
Documentation:
The tenderer's annual accounts including notes with the directors' report and auditor's report from the last three years.
If the annual accounts for the previous year have not been finalised by the expiry of the tender deadline for this request for tender, the preliminary annual accounts for the previous year shall be attached in addition.
NT reserves the right to obtain a credit rating. Economic strength is assessed according to turnover, net profit ratio, financial strength and liquidity.

Capacity and qualifications
The tenderer shall have the organizational capacity to fulfil the contract (i.e., adequate staffing and necessary expertise).
Documentation:
a) Details of the tenderers total workforce, broken down by location.
b) An overview of available skills / disciplines the tenderer has, and the number of resources with expertise in each subject area.
c) Document the available manpower, number of people, and localization of these.
d) Describe the technical equipment and machinery at tenderers disposal.
Experience
The tenderer shall have good experience from performance of contracts with similar and relevant complexity.
The tenderer shall submit a list of maximum 5 attestations, from contract with similar and relevant complexity, performed during the last five years. The attestations shall be signed or confirmed in writing by the principal for the different deliveries and shall at least contain:

— Short description of the work performed under the relevant contract.

— Time for performance of the contract.
— The economic value of the contract scope.
— Name, telephone number and e-mail address to a reference person at the purchasing company/contractor.
If a signed or verified attestation is not possible, the tenderer shall provide a list of relevant assignments with description according to the above paragraphs.
NT reserves its right to contact the references listed by the tenderer.
Quality and risk management
The tenderer shall have and operate a good and efficient quality assurance system.
a) Description of the scope and structure of the tenderers quality management system.
b) ISO 9001certifikat or equivalent, as well as explain which part of the company and subcontractors are covered. Instead of certificate, other documentation is accepted for equivalent quality assurance measures. In case we ask for information about the system name and a detailed table of contents, as well as an explanation of how the system is used in practice.

The selection of the qualified tenderers will be based on which combination of tenderers are best suited to promote competition for the contract. NT wishes that both medium and large tenderers should be able to participate in the competition, based on the tenderers economic and financial situation and with particular emphasis on the number of employees with relevant expertise and experience that can be used in connection with the assignment during the contract period. This because we believe that a mix of medium and large businesses will provide a business-friendly competitive dynamics in the tender phase. If there is to be a selection between suppliers within each category, emphasis will be placed on how well the tenderers meet the qualification requirement for experience from performance of contracts with similar and relevant complexity.
