A number of questions have been received in the tender contest with a need for clarification on some points in the tender documentation and price form. As a starting point, the contracting authority believes that the tender documentation and accompanying enclosures provide a sufficient basis for tenderers to submit a tender, but sees, from the questions and input, that tenderers have different interpretations and understandings of parts of the content. This includes, amongst other things, an interpretation of the requirements and price mechanism that the evaluation and contract will be based on. In order to ensure the basic principles in the procurement regulations, it is important that the tender documentation is predictable in the sense that tenderers can submit a tender on the same terms. When there are different understandings of the terms in the tender documentation, there is an unnecessary risk of errors that can give problems when comparing the tenders in an evaluation in a predictable way. As questions make it clear that potential tenderers have different interpretations of the content, which will probably influence the result of the competition, the contracting authority deems a cancellation of the competition necessary. The contracting authority will review the received questions and input again and clarify the points that have been seen as unclear in the tender documentation, before the competition is re-announced with revised content.
