The competition is for a contract for the delivery of a new raised roof with a mansard floor and loft and facade renovation of Mannheimen.
Mannheimen was built in 1913 as a residence for unmarried men. The building was later used as an old people's home and school of home economics before being used as an asylum reception centre for the last 20 years.
Mannheimen is one of the significant buildings on UNESCO's world heritage list for the industrial community Notodden-Rjukan.
A detailed description of the delivery is in the annexes.
The contract is subject to political approval and an approved general permission. It is also subject to the builder's approval of the final solution for improving the damaged plaster and concrete.

Mannheimen is one of the significant buildings on UNESCO's world heritage list for the industrial community Notodden-Rjukan. It was constructed in 1913-14 as bedsits for employees during Norsk Hydro's industrialisation of the Rjukan valley and it form the eastern boundary of a small square to the north of Ingolfsland railway station. A historical condition class was given for all significant objects (buildings, railway installations etc.) when the application was submitted to UNESCO's world heritage list. Mannheimen was the only significant object in the Rjukan urban area that got condition class 3 (worst). The aim is to raise the historical condition of all objects, cf. the management plan for world heritage.

As a part of the government's responsibility, in accordance with the world heritage convention, for taking care of this building, a project was established in 2016 with the intention of carrying out the necessary maintenance and preventive measures, as well as returning the facade to its original look. This work was unfortunately interrupted by a fire 30.12.2016, which resulted in a lot of fire, soot and water damage.

Tinn municipality and KLP forsikring are now coordinating their needs and solutions and this turnkey contract is the first step towards renewed use of the building and securing it as an important part of Norwegian industrial history.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

(ESPD: Part II A.e) Certificates for Tax and VAT.

The tenderer shall have settled conditions in relation to payment of taxes and VAT.

Documentation: A certificate showing paid VAT, taxes and social security contributions is required. The certificate shall be issued by the competent authority in the country where the tenderer is established (the Norwegian certificate for tax and VAT is common and can be ordered from altinn.no, former RF-1244) in accordance with the laws and regulations in the country of origin. The certificate must not be more than 6 months from the deadline for receipt of tenders.

The contracting authority is not allowed to request the certificate if he has already received it, in accordance with the regulations § 17-1(4). If you have submitted a tax certificate and it is still valid at the tender submission deadline for this contest, you are not obliged to submit a certificate now. If this is the case, stated when and to who the certificate was previously submitted. You can, however, enclose the certificate voluntarily if you want.

(ESPD: Part IV B.58-3) Other economic and financial requirements: Economic and financial position.

Requirements regarding the tenderer's economic and financial position: The financial capacity to fulfil the contract is required.

Documentation: The Contracting Authority will assess finances through the company and accounting information system Proff Forvalt (www.forvalt.no). Tenderers are asked to submit other information they believe is relevant. The contracting Authority reserves the right to obtain supplementary information about the tenderer's finances.

(ESPD: Part IV B.58-4) Requirements related to the tenderer's technical/professional qualifications.

Good experience from equivalent assignments/deliveries is required. This means assignments that include masonry/plastering and concrete renovation.

Documentation requirement: An overview of the contractor's 3 most important relevant contracts in the last 10 years, including information on the type of project, contract form, the role in the reference project, the project's value, date, recipient (name, telephone number and e-mail address).

It is the tenderer's responsibility to document through the description that the assignment is of relevance to the assignment that shall be carried out in this contest. The contracting authority reserves the right to contact the references in order to confirm/verify submitted information. The description of each assignment shall be maximum equivalent to 1 A4 page.

(ESPD: Part IV B.62-2) Requirements connected to the tenderer's technical/professional qualifications.

Tenderers shall have a satisfactory quality assurance system.

Documentation requirement: Certificate of the company's quality system/management system issued by independent bodies that confirms that the tenderer comply with certain quality assurance standards, for example ISO certification. The Contracting Authority will also accept other documentation which shows that the tenderer has equivalent quality assurance measures.

Tenderers must have adequate procedures in place to carry out the assignment in an environmentally responsible manner.

Documentation requirement: Tenderers shall enclose documentation ensuring that the assignment will be carried out in an environmentally responsible manner. This can be documented by a report of existing routines or a valid certificate from a third party verified system (for example Eco-lighthouse, ISO 14001,EMAS), copy of the table of contents in the tenderer's environmental management system, description of the system or with other relevant documentation.
