The vessel to be leased shall operate sea services for the Directorate of Fisheries, and will be administrated and managed by the Directorate of Fisheries, Northern Region and the Monitoring Service [Overvåkningstjenesten], whose office is in Tromsø.
The vessel shall undertake expeditions along the entire Norwegian coastline. The service will be operated close to the coastline and the vessel will follow the fishing activity where the Directorate of Fisheries desires presence.
The vessel must tackle the weather and wind conditions foreseeable along the Norwegian coastline, and must be able to operate under the same conditions as the coastal fleet. The vessel's assignments will be control of the applicable fishing regulations. Prioritised assignments will i.a. be control of tools, area regulations, catch composition and catch treatment. Other foreseeable tasks are control at land facilities and transport of personnel.

Estimert totalverdi: 42 000 000 NOK 💰
Kort beskrivelse:
The following points will be applicable and contractual.
— The vessel shall be leased with the intention to operate 12 months per year.
— The estimated annual lease for the vessel with crew is NOK 6 000 000.
— Expenditure for fuel, lubricants, port fees and any NOX fees will be covered by the Directorate of Fisheries.
— The agreement shall apply from the agreed start up date with a duration of five year, with an option to extend the lease for one year + one year.
— The Directorate of Fisheries pays a fixed monthly leasing price according to the contract with the supplier, other expenditure coverage as specified in the contract.
The Directorate of Fisheries' representatives on board during the period the vessel is leased, will have command of the vessel. This means that the Directorate of Fisheries personnel make decisions regarding carrying out expeditions. The crew shall follow instructions and carry out expeditions and work assignments as directed by the expedition leader or persons whom he gives authority to. The captain makes the final decisions under all conditions concerning the safety of the vessel and persons on board.

Requirement:
The tenderer must have their affairs in order with respect to the payment of tax, employer contribution and value added tax (VAT).
Documentation requirement:
Tax certificates not older than six months from the deadline for receipt of tenders. Tax certificates are defined as:
For Norwegian tenderers:
— Certificate for tax and VAT, can be ordered through form (RF-1316) in Altinn.
For foreign tenderers:
— Foreign tenderers must submit equivalent certificates from their own country that show that they have an arrangement for the payment of taxes and duties. If the authorities in the relevant country do not issue these certificates, the tenderer should submit a statement which states that all taxes and duties have been paid. The statement shall be approved and signed by the tenderer's Financial Director/ person responsible for finance.

— Confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.

Requirement:
The tenderer shall have sufficient financial strength to comply with the contractual obligations.
Documentation requirement:
The tenderer's Annual Financial Statements including notes with the Board's and auditor's reports from the last two years.
If the Annual Financial Statements for the last year are not finished before the tender deadline for this contest expires, the last year's preliminary annual accounts should also be attached.
Suppliers with tax arrears will be rejected. Exceptions will be made from this rule if the supplier is in a dispute with the tax authorities. If this is relevant, documentation related to the case must be submitted as part of the qualification application.

Newly started companies must in another manner document financial strength for the execution of the contract.
The tenderer may choose to rely on other companies' capacity to fulfil the requirement for the tenderer's economic and financial position.
The tenderer must, in such an event, substantiate that the resources of the companies on which he will rely and prove that he will have the requisite resources from these companies at his disposal during the contract period, by, for example presenting a declaration of commitment (Annex A), guarantee, co-operation agreement or similar. Equivalent documentation on the financial position of the companies that the tenderer will support themselves on must be enclosed.

This applies regardless of the legal nature of the connection between the companies, i.e. that the supporting companies can either be the tenderer's parent company, another company in the same group, a collaborating partner or the like.
Credit Rating Not more than two months old at the time of the tender submission.
The Contracting Authority reserves the right to carry out a credit assessment. Financial strength is evaluated in relation to turnover, operating profit margin, solidity and liquidity.

Requirement:
The tenderer must have adequate implementation ability.
Documentation requirement:
A short, general description of the company shall be given, including:
— Information about the vessel/operational status, registration and legal obligations and government decree.
— Description of the tenderer's quality objectives and quality assurance system. State personnel with quality assurance system responsibility/QA Manager and certificates issued by official quality control institutes.
— Tenderer must state the names of key personnel for the execution of the contract.
Requirement: If the building a new vessel applies, the shipbuilding yard shall be ISO 9001 certified.
The certification shall be enclosed with the tender.
The contracting authority will accept equivalent certificates issued by bodies in other EEA countries. Cf. the Public Procurement Regulations § 16-7 (1), and documentation on ‘equivalent quality assurance measures if the tenderer cannot obtain these certificates by the deadline for receipt of tenders, and this is not caused by the tenderer himself’. Cf. the Public Procurement Regulations § 16-7 (3), the first sentence.
