The Directorate of Labour and Welfare facilitates learning activities, e-learning programmes and learning material for local use in the department and is responsible for the infrastructure and system support for local competence processes. NAV would like to procure a system for Competence and Learning that can support the need to secure the right competence in the right place in order to reach entity targets.
The department would like a system for internet based learning, sharing and strategic competence management, in the form of standard software adapted for all employees in NAV.
The system shall be offered as a cloud service (SaaS — Software as a Service).

The procurement's aim/purpose
The Directorate facilitates learning activities, e-learning programmes and learning material for local use in the department and is responsible for the infrastructure and system support for local competence processes. NAV would like to procure a system for Competence and Learning that can support the need to secure the right competence in the right place in order to reach entity targets.

Each manager is responsible for the development and mobilisation of competence and we would like to provide better and more efficient system support for competence planning and competence management.
The learning shall mainly take place at work, independently or in groups. NAV would like to improve and develop different internet based learning forms that are to be made available at work. We would also like system support for learning through sharing, local trial activities, innovation and continual improvements. In addition we would like to give managers system support/logistics support for more work related methods such as guidance, observations, work shadowing, delegation, job rotation, development through work assignments etc.

The contract's content and extent
The system shall be offered as a cloud service (SaaS — Software as a Service). It shall hold a LMS (Learning Management System) that can distribute courses, learning programmes with compound learning and independent study/e-learning.
NAV would also like to have a planning function for competence activities and have support to be able to carry out and register statutory follow-up activities for employees.
We would like to offer internet based learning for employees from external course providers as well as offering new employees an ‘on-boarding’ programme from the day they are employed.
We would like the learning activities to be documented and evaluated to the greatest possible degree. This shall give a basis for management information.
In addition NAV would like to look at options for using the same system to distribute learning to individual external target groups.
