The core delivery is expected to include: Assistance with specifying insurance needs for the contracting authority's risk, including determining optimum individual share. Presentation of a plan for carrying out the tender process until approval by the contracting authority. Hold a tender contest for the procurement of necessary insurance. Evaluate tenders and give a reasoned recommendation: Placement, quality assurance of insurance terms and policies. Ongoing administration, training and information. Operation and support of a web-based administration system for information on the insurance scheme and for reporting damages. Assistance in damage cases, including an assessment of what ought to be reported as an insurance matter. Preparation of a proposal for internet based information as a presentation for the contracting authority's employees. Annual follow-up document — annual report. Legal assistance in matters that require further clarification as regards the placement of insurance liability and help with calculating payments where the contracting authority is the self-assurer. The contracting authority gets the necessary advice and support for insurance settlements and questions about insurance. The insurance broker shall see to all communication with the insurance company in all cases.

Tenderers shall be a legally established company — Norwegian companies: Company registration certificate.
— Foreign tenderers: Certificate for registration in the company register as prescribed in the legislation of the country in which the tenderer is established.
Norwegian insurance broker companies shall be registered in the Financial Supervisory Authority of Norway. A foreign insurance broker company that is registered in another EEA country must notify the supervisory authority in their home country if they want to operate insurance broker services in Norway. Insurance broker companies with their main office outside the EEA area can establish a branch in Norway with special permission from the Financial Supervisory Authority of Norway. — A self-declaration confirming that these terms are fulfilled shall be enclosed with the tender.

— Tenderers shall also have liability insurance that fulfils the requirements in the Insurance Mediation Act. A valid insurance certificate shall be enclosed with the tender.
— Documentation of a valid concession from the Financial Supervisory Authority of Norway to operate insurance broker services in Norway.
The brokers who shall deal with the contracting authority's portfolio shall fulfil the requirements in the Insurance Mediation Act § 3-2, section no. 1, 2 or 3 — Confirmation that the requirement is fulfilled shall be enclosed with the tender.
