Stavanger municipality's aim is that as many people as possible lead an active life and manage by themselves as far as possible. We call it Living Your Whole Life. The goal is happy users who, through prevention, rehabilitation, technology and social network, manage by themselves instead of being passive recipients of help and care. We shall train and support users to manage everyday life, so that they can live at home for as long as possible, maintain their functional level, participate actively in society and, thereby, have an increased life quality. The ambition is to optimise short term stays so that the stay is goal orientated and as many as possible can manage themselves for as long as possible in their own home.

One of the largest challenges of current short term stays is that there is often a reduction in physical function levels. This can be the reason for admittance, but the function level also deteriorates during the stay, often due to being passive. Research shows that just one week in bed leads to a 10 % reduction in endurance and a 20 % reduction in muscle strength. Even if the purpose of the short term stay is to enable users to manage by themselves as much as possible, the stay is characterised to a large degree by making users passive. In addition, observations show that it can be difficult for users to maintain the activity they have been focussing on during their short term stay after arriving home.

The innovation partnership is a procurement procedure that allows the contracting authority, in one and the same procurement, to develop innovative solutions and then have an option to procure the developed solution. The procurement shall contribute to new value creation and growth in business life.

The purpose, therefore, of the innovation partnership is to develop new solutions that increase users' activities and the ability to manage by themselves during short term stays. New solutions can include both technology, products, systems and work methods. Emphasis is put on getting new solutions that can also follow users to their homes after their short term stay. Suppliers (possibly together with experts, researchers etc.) who participate in the innovation partnership will have their development efforts covered, either fully or partially. The supplier will own the rights to the solution, including the right to commercialisation.

The contracting authority shall have an option to procure the solution, cf. the partnership contract annex 11.
