A total of 233 000 000 NOK has been put aside in the approved budget for investment resources for the project, including, amongst other things, plot and engineering design costs and VAT. The swimming pool will be approx. 5 400 m The ground work will start in March 2018. The contractor must have the capacity to complete his work in accordance with the contract, so that the hand-off can take place no later than 27.1.2020 (final deadline).

The contract work consists of contract E01 Main contract, as this is described in the contract documentation and annexes. The following construction work is included in contract E01: Piling and sheet piling, concrete work, steel constructions, masonry and tiling work, joinery/carpentry work, locks and fittings, roofing work, flashing and guttering work, metal work, glass and aluminium facades, painting/wallpapering, ceiling work, fixed building fixtures, auxiliary work and lift, etc. The project is divided into the following contracts:

E01 Main contract,

E02 Heating, water and sewage installations, ground and landscape,

E03 Purification installations for the pool,

E04 Sanitation,

E05 Electro,

E06 Ventilation,

E07 Centralised Operational Control system.

One contract will be awarded for each of the contracts, based on the individual tender documentation and notices for each contract.

Beskrivelse av opsjoner:

Option 1: A fixed price addition shall be given as an alternative to index regulation.

Option 2: Alternative execution of complete flashing and guttering work, including external aluminium zinc cladding instead of titanium zinc.

Option 3: Colour pigmentation in concrete cast on site.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

Company Registration Certificate:

Requirement: Tenderers shall be a legally established company.

Documentation: Company Registration Certificate from the Brønnøysund Register Centre.

Foreign companies: Registration certificate in a professional register as determined by legislation in the country where the tenderer is established.

Tax and VAT certificates:

Requirement: Tenderers shall not have significant tax and VAT arrears, unless an approved repayment schedule is presented.

Documentation: Tax and VAT certificate. The certificate can be ordered and obtained from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration.

Foreign companies: Certificate issued by the competent authority in the tenderer's home country certifying that the tenderer has fulfilled his obligations regarding taxes and fees in accordance with the laws of the country where the tenderer is established.

Økonomisk og finansiell stilling:

As documentation the contracting authority will obtain a credit rating from Experian. The tenderer is expected to have familiarised himself with registered information about the company and by submission of the tender accepts that the information will be obtained and form the basis of the assessment of the tenderer's financial situation.

Tenderers can enclose an updated credit rating from a certified credit rating company, which shows that the tenderer fulfils the economic and financial capacity requirements. The credit rating shall be based on the last available accounting figures. Companies registered in other countries than Norway must enclose a credit rating.

If a tenderer has valid reasons as to why he cannot present the requested documentation, or is aware that the economic and financial capacity requirements cannot be met through a credit rating as stated above, he can prove his economic and financial standing through other documents that the contracting authority can accept.

Minste nivå(er) av standarder:

Tenderers shall have settled economic conditions and the economic ability to execute the contract, and the tenderer must, as a minimum, achieve a rating of credit worthy and have a minimum of 140 000 000 NOK in operating revenue in the last available fiscal years.

Teknisk og faglig kapasitet:

Expertise:

Information on education and professional qualifications for the persons who will be responsible for the execution of the contract, i.e. project manager/construction manager:

1. Education;

2. Work Experience;

3. Project experience, hereunder:

— The assignment (short description, including contract form),

— Contract value excluding VAT,

— Size/number m

— Date (year) of the assignment,

— Contracting Authority,

— Role in the project.

Experience:

As documentation, tenderers shall submit a list of the most important, relevant contracts, including specific information on:

— The contractor role,

— Contracting Authority.

Based on the list, the tenderer shall state names and e-mail addresses of contact persons for the two most relevant assignments. The references will only be contacted if required.

Quality assurance system:

Documentation: The tenderer shall enclose certificates for the company's quality assurance system/quality management system issued by independent bodies that confirm that the tenderer meets approved quality assurance standards such as ISO 9001:2008 or the equivalent.

The Contracting Authority also accepts other documentation that demonstrates that the tenderer has a well functioning system for ensuring quality customised to the nature and scope of the assignment. As a minimum,the tenderer must present a general description of the contents of the system including an overview of control plans and check-lists that are relevant for this assignment.

Expertise:

Tenderers shall have good competence with the implementation of relevant turnkey contracts or main/general contracts.

Experience:

Tenderers shall have experience from at least 2 relevant turnkey contracts or main/general contracts in the last 5 years, as regards assignments of a comparable size and complexity.

Quality assurance system:

The contracting authority requires tenderers to have a well-functioning system for ensuring quality customised to the assignment's nature and scope.
