Forsvarets logistikkorganisasjon (FLO) [The Norwegian Defence Logistics Organisation NDLO]

The Contracting Authority intends to enter into parallel framework agreements for the hire of personnel in 10 different disciplines, in order to carry out maintenance assignments on the Norwegian Armed Forces' vessels. There is a need for personnel who can supplement the Norwegian Armed Forces' employees, in order to ensure capacity and competence for maintenance assignments.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

Requirement: The tenderer shall have their tax and VAT payments in order.

Documentation: Tax certificate not older than ix months.

Requirement: The tenderer shall have a well functioning HSE system.

Documentation: Signed HSE self-declaration.

Requirement: The tenderer shall be a legally established company in Norway, with the majority of the board members have Norwegian citizenship, throughout the entire contract period. The value creation and competence related to the deliveries shall be in Norway.

Documentation:

— Norwegian Company Registration Certificate.

— Binding commitment statement regarding the majority of board members holding Norwegian citizenship throughout the lifetime of the contract, as well as shipyards/infrastructure/production means will be located in Norway.

Requirement: Key personnel at the Tenderer and significant sub-contractors must be able to be mobilisation disposed. The tender must be able to deliver during times of peace, crisis, conflict and war.

— Self declaration confirming that the Tenderer's and major/critical sub-contractors key personnel are Norwegian citizens who can be mobilisation disposed.

— List of which personnel (functions, roles) the Tenderer defines as key personnel to carry out the delivery to the Contracting Authority.

Requirement: The tenderer shall have a well functioning organisation and management as well as capacity to fulfil the contract (deliver in accordance with the agreement). NB: Selection of sub-contractors is obligatory for this procurement process and shall in other words not change in regard to preparation of tender offers (since this would be a significant change).

Requirement: All personnel who shall carry out work on-board must be able to achieve a security grading of confidential.

Requirement: Major sub-contractors (>25 % of the delivery) must be Norwegian companies and must be authorised by the Norwegian Armed Services. Minimum 75 % of the delivery should be performed by Norwegian tenderers (the Norwegian Armed Services suppliers not included in the calculation).

NB: Any replacement/change of sub-contractor in the contract period must be pre-authorised by the Norwegian Armed Services.

Økonomisk og finansiell stilling:

Requirement: The tenderer shall good financial strength in order to fulfil the framework agreement. The requirement also concerns large sub-contractors (i.e. responsible for >25 % of the scope).

Teknisk og faglig kapasitet:

Requirement: In order for the Contracting Authority to ave trust in that one of the Tenderers will be able to fulfil the contract requirements for service, time and cost, the Tenderer must have established, implemented and maintained a quality management system.

Documentation: See the qualification documentation requirement 3.6.1.

Requirement: The tenderer shall have qualified personnel and all involved personnel must be fluent in Norwegian or English.

Documentation: See the qualification documentation requirement 3.7.1.

Requirement: The tenderer shall have good experience from equivalent deliveries.

Documentation: See the qualification documentation requirement 3.7.2.
