The Directorate of Fisheries would like to hire fishing vessels for monitoring fishing grounds that are rigged and suitable for efficient and practical implementation of missions, including catches and catch measurements.
Personnel from OVT will participate in missions. Missions will be carried out in accordance with instructions from them, including where, when and for how long the fishing and catch operations shall be carried out. Instrument testing etc. could also be carried out.
Personnel from cooperating departments/sections could also participate in missions if required.
Catches from the missions will belong to the vessel.

Estimated volume of the contract: Subject to the award of duty income, the Directorate of Fisheries, c/o OVT, will have an amount that shall be used as payment for the hire of fishing vessels within different fisheries and types of instruments for monitoring fishing grounds.

The number of hire days and hire periods for vessels a contract shall be signed with will depend on what resources are granted for this purpose.
The size of the total amount that is awarded to the Directorate of Fisheries, as well as internal priorities, will decide the number of hire days and hire periods for the vessel groups.
The areas that shall be monitored and the periods that the missions shall be carried out in are in part 2, annex 4, Total Price, Payment Terms and Mission Overview.
The contracting authority will sign a contract for the hire of one or more vessels to cover all periods in which there is a need to hire a vessel. The listed periods are tentative and can, as agreed with the shipping company/shipping companies a contract has been signed with, be postponed to a later date.

The Directorate of Fisheries will pay a fixed sum per hire day for each period that the vessel is hired for monitoring service assignments in fishing grounds. The remuneration for the shipping company will, consequently, depend on the agreed day rate and the number of days that the vessel is hired for. VAT will be paid in addition to the agreed day rate.

The vessel is to be made available in the given period. The vessel shall be ready rigged for the start of the mission. The departure harbour will primarily be Tromsø.
How much a research mission will differ from ordinary fishing will vary from year to year, depending on developments in the fisheries. Experiences shows that, amongst other things, the fishing will be less efficient and there will be more frequent fishing ground moves/moves than in ordinary fishing. Experience shows, however, that vessels that have participated in such assignments have managed to fill the quotas for cod fishing.

The Norwegian-Russian work on measuring and calculating of conversion factors
The mission that is planned for the period 7 August — 20 August 2018 will include measuring work on conversion factors. In addition to personnel from OVT, personnel from the Statistics Department and 1 representative from Russia will also participate in this mission.

The Norwegian-Russian work on measuring and calculating conversion factors is part of the process of getting a most possible correct calculation of the resources taken and, at the same time, continuing the work of comparing data for the establishment of uniform conversion factors for breeding cod, haddock, Greenland halibut and beaked redfish. Measurements of conversion factors for joint stocks in the Barents Sea come under the Permanent Committee for Management and Control Questions in the Fisheries Sector (DPU). Point 4.2 in the protocol from the meeting in DPU in Murmansk, 5-7 September 2017 states:

Requirement:
The tenderer must have their affairs in order with respect to the payment of tax, employer contribution and value added tax (VAT).
Documentation requirement:
Tax certificates not older than six months from the deadline for receipt of tenders. Tax certificates are defined as:
For Norwegian tenderers:
— Certificate for tax and VAT, can be ordered through form (RF-1316) in Altinn.
For foreign tenderers:
— Foreign tenderers must submit equivalent certificates from their own country that show that they have an arrangement for the payment of taxes and duties. If the authorities in the relevant country do not issue these certificates, the tenderer should submit a statement which states that all taxes and duties have been paid. The statement shall be approved and signed by the tenderer's Financial Director/ person responsible for finance.

The tenderer must fulfil Norwegian HSE requirements for work that is carried out in Norway.

The tenderer shall have sufficient financial strength to comply with the contractual obligations.
Documentation requirement:
The tenderer's Annual Financial Statements including notes with the Board's and auditor's reports from the last two years.
If the Annual Financial Statements for the last year are not finished before the tender deadline for this contest expires, the last year's preliminary annual accounts should also be attached.
Suppliers with tax arrears will be rejected. Exceptions will be made from this rule if the supplier is in a dispute with the tax authorities. If this is relevant, documentation related to the case must be submitted as part of the qualification application.

Newly started companies must in another manner document financial strength for the execution of the contract.
The tenderer may choose to rely on other companies' capacity to fulfil the requirement for the tenderer's economic and financial position.
The tenderer must, in such an event, substantiate that the resources of the companies on which he will rely and prove that he will have the requisite resources from these companies at his disposal during the contract period, by, for example by presenting a declaration of commitment (Annex C), guarantee, co-operation agreement or similar. Equivalent documentation on the financial position of the companies that the tenderer will support themselves on must be enclosed.
