Helicopter services for wild reindeer hunts in Nordfjella

Statens naturoppsyn shall reorganise the wild reindeer stock in Nordfjella wild reindeer area zone 1 in autumn 2017 and winter 2017/2018. The stock is approx. 2 500 animals. In order to optimise the efficiency of selecting all the animals within the shortest possible time, it is necessary to use a helicopter to assist with the logistics in all links of the operation.
The period for this procurement is the wild reindeer hunt period, i.e. 10.8.2017 — 31.10.2017. The procured services will be transporting slayed animals as well as some personnel movements. The extent of the procurement will to some degree be governed by the weather conditions on the mountain during the period.

Background for the assignment:
A new disease was discovered in spring 2016 amongst wild reindeer in the Nordfjella wild reindeer area, Chronic Wasting Disease (CWD). In order to fight and, if possible, eradicate the disease in Norway, a decision has been made that all the wild reindeer in zone 1 Nordfjella wild reindeer area shall be removed and the areas are to lie fallow for some years before new wild reindeer are introduced. An almost normal hunt will be carried out in the period 10.08.2017 — 31.10.2017, with the aim of slaying up to 1 000 wild reindeer. In order for this to be efficient, the government would like, via SNO, to offer hunters transport of killed animals.

Some personnel must also be transported for hunt inspections, collecting samples, etc. Any flights connected for slaying and radio marking/anaesthetising from helicopters will not be included in this assignment.
The procurement involves 24 hour hire for the first 21 days. Thereafter hourly hire.
There is some uncertainty about the extent/number of flights. Weather conditions will be the most decisive factor as regards to whether flights are possible, but also as reindeer are most often killed in relatively good weather conditions. There will, thus, be periods when flights are not practically possible, but also not relevant as no animals have been killed and consequently is no need for transport.

In periods with good weather prognoses, there will be flights every day. The extent of the flights will depend on the result and location of the hunt. Based on experience from previous years, the estimate is that there will be flying conditions for approx. 35 days in this period. There will be an estimated 3-4 hours of flying per day when the flights are initiated.

Many of the flights will be on Saturdays and Sundays throughout the period.
The flight time from where the operator is until the machine is in the Nordfjella wild reindeer area shall not be longer than ½ hour.

Tenderers shall be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Teknisk og faglig kapasitet:
Tenderers shall have experience from comparable assignments.
Technical requireemnts for the operator and helicopter:
— The helicopter's lifting capacity shall be at least 850 kg, including the pilot and the loading persons, with an endurance of minimum 2 hours.
— The distance from the operator's base to the border of the Nordfjella wild reindeer area shall be maximum ½ hour flight.
— SOP for refuelling in the field and equipment for this
— Permanently assembled/integrated VHF/FM, which can be operated on SNO selected frequencies.
— AOC/SOP for EASA AIR OPS HESLO II.

The assignment is based on a reorganisation plan for taking the wild reindeer out of zone 1 in Nordfjella and it must start 10 August. The assignment has major national priority.
