Songdalen kommune

The objective of the contract is to engage consulting engineers who shall cover the Contracting Authority's need for technical consultancy services for the planning and execution of investment and maintenance projects for Songdalen municipality. A framework agreement shall be entered into with 1 service provider for each agreement area: 1) Architect / Landscape Architect (ARK/LARK) / Area Planner, 2) Project and Construction management / Builder's representative and Safety, health and work environment coordinator (SHA), 3) Consulting engineer, construction technique (RIB), 4) Consulting engineer, Fire-proofing (RIBr), 5) Consulting engineer, electrical installations (RIE), 6) Consulting engineer, HVAC including sanitary installations (RIV), and 7) Independent inspections. Tender may be submitted for one or more of the agreement areas. Tenderers who deliver services in agreement area 7) ‘Independent inspections’, cannot deliver services for other agreement areas. If a tenderer submits a tender for the agreement area 7) ‘Independent inspections’ in addition to the other listed agreement areas, these agreement areas (1-6) shall be prioritised unless the tenderer emphasises different priority in the tender letter. Requirement:
The tenderer shall have the tax, payroll tax and VAT payments in order.
Documentation requirement:
Certificate for tax and VAT. The certificate shall not be more than 6 months from the tender deadline. The certificate can be obtained electronically in Altinn. For further information, see Skatteetaten.no
For foreign tenderers:
Foreign tenderers must submit equivalent certificates from the country of origin, that substantiate that payment of taxes and duties is in order. If the authorities in the relevant country do not issue such certificates, the tenderer shall submit a statement which verifies that all taxes and duties have been paid. The declaration shall be approved and signed by the tenderer's Financial Director / person responsible for Finance.

Økonomisk og finansiell stilling:
Requirement:
Tenderers must have sufficient financial capacity to comply with the contractual obligations
Documentation requirement:
A solidity assessment from an approved credit appraisal agency. The assessment shall be based on the most recent known accounting figures.
The key figures in the accounts must be presented together with an assessment of the tenderer's payment history.
Or
Annual accounts for the last 2 years. These must contain notes, the board's report and auditor's report.
Teknisk og faglig kapasitet:
I) Requirement: Capacity of deliveries
The tenderer shall have sufficient delivery capacity and qualifications.
Documentation requirement:
A description shall be given of the service provider's technical personnel or technical entities the supplier has at their disposal to fulfil the contract.
II) Requirements: Experience from similar assignments is required — Reference projects
The tenderer shall have good experience from the execution of equivalent deliveries / comparable assignments.
A list containing an overview and description of the tenderer's 3 most relevant assignments during the last 3 years.
The list/description shall as a minimum contain:
— Name of customer/recipient,
— A brief description of the delivery,
— Date of the assignment,
— The assignment's value,
— Contact person for the individual delivery, as well as telephone number and email address.
It is the tenderer's responsibility to document relevance through the description.
The enclosed template for references shall be used. See part I, annex 5.
III) Requirement: Quality management
The company shall have systems for quality management.
The documentation shall be provided in one of the following ways:
Alternative 1: Description of the company's procedures regarding quality management, with emphasis on quality assurance, resource management, management responsibility and continuous analysis and improvement.
Alternative 2: If a tenderer holds an ISO 9001:2000 certificate, this may be enclosed.
IV) Requirement: Technical qualifications
The tenderer shall have qualifications equivalent to requirements for central certification for enterprise classification 3 for the approval areas:
‘Applicant’ and ‘engineering designer’ for the agreement areas subject to qualification.
Alternative 1:
Documentation verifying central certification for enterprise classification 3 for the relevant discipline.
Alternative 2:
Alternative documentation showing the tenderer's required and relevant professional qualifications for implementing measures as an ‘engineering designer’ and ‘applicant’ in enterprise classification 3 for the relevant discipline.
