The objective of this procurement is to establish three framework agreements to meet the end users need for various articles/products in wool for use in the Norwegian Armed Forces. Examples of articles are:

200-gram woollen undergarments are used by men and women in all branches of the Norwegian Armed Services. The articles are primarily used in the Norwegian climate in summer and winter in temperatures from approx. +10 C to -40 C for use in the field as an insulating layer between and underneath clothing. When used below deck on vessels, indoors and in tents, the articles are also used as outer garments, necessitating flame retardation. The anticipated lifetime for the articles and accessories is a minimum of 12 months during daily use.

The Contracting Authority shall have an option to extend the framework agreement with 1 year, 1 or more times. The maximum duration of the agreement including options will be 4 years.

Extraordinary call-offs above the framework agreement in case of need for major exercises, increased activity or equivalent: up to NOK 4 million excluding VAT.
Option B:
Extraordinary call-offs above the framework agreement in case of need to ensure the increased stock building, change of structure or equivalent: up to NOK 4 million excluding VAT.

Thin wool is used by men and women in all branches of the Norwegian Armed Forces. The articles are primarily used in the field as outer and under clothing in the Norwegian climate, depending on the article. The clothing is used in summer and winter in temperatures from approx. +10 C to -40 C. The articles are used in combination with the Norwegian Armed Forces’ netting underwear, wool terry 200 gram and 400 gram, both as a layer on layer concept and individually for different climate conditions. Different types of outerwear and garments with stronger insulation will be used as needed.

Below deck on vessels, indoors and in tents, the articles are also used as outer garments.

Requirement:
Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation requirement:
Norwegian tenderers:
- Company Registration Certificate.
Foreign tenderers:
- Confirmation that the tenderer is registered in a company register, professional register or a trade register in the state where the tenderer is established.

Økonomisk og finansiell stilling:
Requirement:
Tenderers must have the required economic and financial capacity to fulfil the contract.
A credit rating of 'credit-worthy' or equivalent will be sufficient to fulfil the requirement.
Documentation requirement:
A credit assessment from a certified credit appraisal agency based on the most recent known accounting figures. The rating must not be older than 3 months.

Teknisk og faglig kapasitet:
Requirement:
The tenderer shall have good experience from equivalent assignments.
DOCUMENTATION REQUIREMENT:
The tenderer must as a minimum give an overview of three deliveries/contracts that have been carried out during the last 3 years. In order to ensure sufficient competition, documentation of deliveries that the tenderer carried out more than 3 years ago can also be taken into consideration.

For each lot that the tenderer submits an offer on, they must document fulfilment of the requirement by completing Annex 7 - Reference Form.

The tenderer shall have sufficient capacity to complete the delivery.
In this context, with ‘sufficient’, it is necessary to look at estimated withdrawals per lot for which a framework agreement is to be entered into (see Appendix C1 Price Matrix).
Documentation requirement:
Description of the technical personnel and technical units the tenderer has at their disposal for the execution of the delivery, including a description of the production capacity (estimated number of garments produced per week).
The tenderer shall have a good and well functioning quality assurance system.
A description of the tenderer´s quality assurance methods. The description shall include all parts of the delivery process, from material purchase to good delivery. The description shall be a maximum of two A4 pages.
If the tenderer is certified in accordance with ISO 9001 or equivalent standards, it is sufficient to present a copy of a valid certificate.
The tenderer shall have a good environmental management system.
A description of environmental measures that have been implemented in the business. The description shall include all parts of the delivery process, from material purchase to good delivery. The description shall be a maximum of two A4 pages.
If the tenderer is certified in accordance with ISO 14001 or equivalent standards, it is sufficient to present a copy of a valid certificate.
