Nøtterøy kommune

Nøtterøy municipality, c/o Property Management, shall enter into a framework agreement for integration services for its control plant for the municipality's purpose-built buildings. This procurement does not include the municipality's other technical installations. A framework agreement shall be signed with 1 tenderer for 2 years, with an option for an extension for 1+1 year.
The estimated annual value of the framework agreement is 1 500 000 NOK excluding VAT. Total 6 000 000 NOK excluding VAT over 4 years. The estimated value is based on future/planned assignments.
This is only an estimate and it is not binding for the municipality.

Kort beskrivelse:

The services include build-up and development, as well as implementation of the existing technical management in the municipality's purpose-built buildings to a new Scada system. The municipality currrently has one existing Scada platform that communicates with different protocols in our purpose-built buildings. We would like to discard our existing Scada system and develop a new platform, adapted to our purposes. The services include implementation of existing local controllers and communication units (substations). It is an absolute requirement that all connected components and accompanying software have open protocols.

The control plant's primary tasks will be:

— Control and monitoring of technical installations, such as air treatment, heating control, cooling, lighting, heating installations/heat pumps, board instruments, effect measurements etc.

— Storage of information for extraction for history, reports, trends, statistics etc. Alarms via SMS to technical personnel on a rolling basis.

— Environment orientated health; Measurements, reporting and follow-up of various types of data.

— EOS — Energy follow-up system. ET — curves, load management, reporting.
