The objective of this procurement is to enter into a service agreement with two to four competent and experienced supplier environments for system based development. The system shall enable the contracting authority to serve external and internal users in an efficient and safe manner. The contracting authority shall also be able to use/integrate standard systems which are independent of the method or framework that the Supplier is using for the delivered systems. The contracting authority shall in any ways be independent of the service provider, in relation to financing, when the systems are ready and delivered the contracting authority for use, and the Contracting Authority's choice for further administration.

The estimated value is between 400 000 000 - 1 200 000 000 NOK , including VAT. The framework agreement period is 3 years with option for 1+1+1 years extension. The maximum framework agreement period is 6 years.
