Halden municipality invites tenderers to an open tender contest for staffing services for the welfare sector.

The contracting authority has two types of absence, foreseen (planned) and unforeseen (non-planned). Foreseen absence is absence in the future that will be for longer than individual shifts, for example, holiday cover. Unforeseen absence is individual assignments where the contracting authority requires a quick response and guarantees for delivery of the services at the right time and with the right competence.

The contracting authority requires that tenderers offer personnel with authorisations as:

— Nurses/disability nurses.

— State enrolled nurses /health workers /carers.

There can be a need in the contract period for temporary staff with other competencies than those specified above and the contracting authority would therefore like the option to be able to procure services with professional competence such as:

— Trainee doctors.

— Or other health personnel with relevant competence.

Trainee doctors can be used for nurse shifts, but this requires dispensation from the unit manager. Trainee doctors must be well into their education (7th-9th term) and have relevant practice. If such dispensation is not given by the unit manager, the trainee doctors will be paid the same as the state enrolled nurses.
