The Contracting Authority hereby invites tenderers to a tender contest for a framework agreement regarding the purchase of refuse collection vehicles for Fredrikstad municipality.
The procurement is divided into two groups, and each group shall be evaluated individually. The tenderer can submit tender offers on one or both groups. The tender offers cannot be conditional on awarding in both groups.
Group A: Refuse collection vehicle, dieses, 21 tonnes
Group B: Refuse collection vehicle, biogas, 21 tonnes
The contracting authority will enter into contracts with one main supplier for each group.
A comprehensive description of the delivery is given in the tender documentation.
The estimated scope of the framework agreement: the estimated scope for both groups is between 6-10 vehicles. The agreement period is 2 years. Continuous evaluations are made on whether or not the contracting authority shall procure diesel-powered refuse collection vehicles or biogas-operated vehicles. The assessments for selecting refuse collection vehicles shall be made in connection with each individual call-off, based on where and what the different refuse collection vehicles shall be used for.
The estimated procurement of refuse collection vehicles per annum will be 2-4 vehicles for each option period.

Beskrivelse av fornyelser:

The framework agreement period is 2 years. The Contracting authority shall have the option to extend the framework agreement for a further 1+1 to a total maximum of 4 years.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

O Norwegian tenderers: Company Registration Certificate

- Foreign tenderers: Verification showing that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.

Økonomisk og finansiell stilling:

The Contracting Authority will evaluate the tenderer's compliance with the qualification requirements in the following manner:

- Credit evaluation based on the last known fiscal figures (not more than 6 months from the deadline for receipt of tenders). The rating shall be carried out by a credit rating company with licence to conduct this service,

- The credit rating shall have a minimum score of creditworthy.

- Recently established companies, or companies that are rated lower than credit worthy, can instead present a parent company guarantee, bank guarantee or the auditor's report that can document sufficient economic and financial capacity to comply with the contractual obligations.

- If a parent company guarantee is submitted, the parent company will be rated in an equivalent way so the requirement for creditworthiness thus applies to the parent company. See Annex 5, parent company guarantee.

O Description of the tenderer's up to 3 most relevant contracts in the course of the last 3 years. The description must include an indication of the assignment's value, date, recipient (name, telephone number and e-mail address). The tenderer is responsible for substantiate relevance through this description.
