The climate department shall use the framework agreement to obtain professional assessments of climate effects and other effects of actual policy instruments and measures that shall be carried out or are under consideration, in order to reach the climate targets in Oslo municipality. The climate department's professional need consists of everything from life-cycle analyses, to technical assessments and assessments of technological development, to market analyses and assessments of the effects of policy instruments and measures within transport (passenger cars, public transport, transport of goods and site machines), including socio-economic assessments and analyses.

Egnethet til å utøve yrkesvirksomheten:
Company registration certificate showing registration in a professional register as mandated by the legislation in the country where the tenderer is established.
Certificate, not older than 6 months, issued by a competent authority, which confirms that the tenderer has fulfilled his obligations in the country where the contracting authority is established, as regards payroll tax, taxes and public duties.
Confirmation that the company has the required capacity to fulfil the assignment.
Documentation that the company has experience from equivalent assignments, with an equivalent degree of difficulty.
Teknisk og faglig kapasitet:
In particular as regards the framework agreement's part on policy instruments and analyses of measures.
Knowledge of Norwegian environment and climate policies, with an emphasis on targets and policy instruments for transport.
Experience with policy instrument analyses and socio-economic analyses.
Experience with obtaining and processing data for greenhouse gas emissions and other air pollution.
Knowledge of the current law and rules in Norway.
In particular as regards the framework agreement's part on technology, market and technological development.
Documented knowledge on different technologies and technological development in transport.
Assessments of maturity and market potential.
Experience with analyses of technological development, assessments of future market development, potential for change and the pace of changes in the market for passenger transport, goods transport and building and construction activities.
In particular as regards the framework agreement´s part on life-cycle analyses.
Knowledge of life-cycle analyses on a municipal level.
Experience with assessments of indirect greenhouse gas emissions in analyses of measures and policy instruments.
Experience with calculating climate footprints in different sectors for different emission sources.
