Lørenskog kommune

The purpose of the procurement is to enter into a nationwide framework agreement with one supplier who shall meet the client's need for online based grocery trading. The agreement shall be focused on deliveries of food in small packages to service locations that require rapid deliveries and are lacking storage capacity, and are currently using the local grocery stores for food purchases. The agreement shall mainly be directed towards schools and nurseries. Other service areas/service locations in the municipalities shall have options for entering into the agreement.
Agreement and agreement period
The Contracting Authority intends to enter into a framework agreement with one tenderer for online based grocery trading. The contractual relationship will be regulated by the attached contract. The contract is for 2 years, with an option for an extension of 1 + 1 year. The total agreement period is up to four years upon release of full option.

Vilkår for deltakelse
Økonomisk og finansiell stilling:
Requirement: The tenderer must have sufficient economic and financial capacity to comply with the contractual regulations.
Worthy of credit without any requirements for guarantees are sufficient to comply with the requirement.
Documentation: A credit rating based on the most recent financial figures.
The rating shall be carried out by a credit information company that has a licence to conduct credit rating services.
Teknisk og faglig kapasitet:
Implementation ability: The tenderer shall have an organisation with capcity to comply with the contractual obligations.
Documentation: A brief description of the tenderer's organisation, including the technical personell or technical units at the tenderer's disposal for complying with the contractual obligations.
A short description on how the tenderer shall implement and solve the assignment.
Requirement: Quality assurance system:
a good and well-functioning quality assurance system for the requested services. The quality assurance system shall i.a. include consciousness in regards to i.a. quality goals, planning, security, exception handling and quality improvement.
Documentation: Information and documentation of the tenderer's quality management system. E.g. table of contents.
Requirement: Environmental management system:
systems and routines that ensure low environmental impact for the delivery.
Documentation:
Information and documentation showing the tenderer's environmental management system, including transport and recycling system for packaging. E.g. table of contents.
If these routines are described in the tenderer's quality assurance or environmental management system, c.f. ISO 14001, Miljøfyrtårn, Grønt Punkt or equivalent third-party verified system, a valid certificate and a copy of the relevant routines shall be presented.
