The Contracting Authority would like tenders for the procurement, production, personalisation and distribution of driving licences and driver qualification cards (CPC). The supplier shall, together with the contracting authority, prepare the plastic cards and accompanying letters for the driving licences and for the driver qualification cards (CPC). The current template for the Norwegian driving licence shall mainly be used.

The supplier shall, together with the contracting authority, prepare raw licences and accompanying letters for the driving licences and for the professional driver's licences. The current template for the raw licences shall mainly be used.

Beskrivelse av fornyelser:
The contract period for this contract will run from 1.12.2017 and it includes a start-up phase in addition to a production phase of 2 years, with production starting from 1.9.2018.
Options:
The contracting authority has an option to extend the contract for 1 + 1 year from 1.9.2020, thus the total possible contract length is 4 years + the start-up phase.

Egnethet til å utøve yrkesvirksomheten:
The tenderer shall be a legally established company.
Tenderers shall confirm that they confirm this requirement when submitting their tender.
Tenderers must present the following documentation proof if requested by the Contracting Authority.
Norwegian tenderers: Company Registration Certificate.
Foreign companies: Documentation proving that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established. The documentation shall, as a minimum, document who has the authority to enter into binding contracts on behalf of the tenderer.

Økonomisk og finansiell stilling:
Tenderers must present the following documentation proof if requested by the Contracting Authority.
Annual financial statements for the last three fiscal years which includes the Director's report, income statement, balance sheet, notes, and auditor's report.
The contracting authority reserves the right to obtain a credit assessment of the tenderer from the company Experian.
Minste nivå(er) av standarder:
Tenderers shall have sufficient financial capacity to implement the contract, in this context emphasis will be put on the following, amongst other things:
— The tenderer's credit worthiness,
— The tenderer's positive equity,
— Whether the tenderer has an annual turnover of minimum the contract's estimated value.
Tenderers shall confirm that they confirm this requirement when submitting their tender.
Teknisk og faglig kapasitet:
1) Tenderers must present the following documentation if requested by the Contracting Authority:
A list of the most important, relevant assignments and services performed in the last 3 years, including information on the value and extent, date, a short description of the assignment, as well as the name of the public or private recipient and a contact person, including an email address and telephone number. The contracting authority can also emphasise its own experience with the tenderer.

2) Tenderers must present the following documentation if requested by the Contracting Authority:
Certificate for the company's quality system/management system issued by independent bodies that confirm that the tenderer fulfils certain quality assurance standards, for example ISO 9001:2015.
The Contracting Authority will also accept other documentation which shows that the tenderer has equivalent quality assurance measures. As a minimum, a general description of the contents of the system including an overview of control plans and check-lists, that are relevant for this contract must be given.

3) Tenderers must present the following documentation if requested by the Contracting Authority:
A description of the personnel, premises, tools, machinery, instruments, materials or technical equipment at the disposal of the tenderer for execution of the contract.
4) Tenderers must present the following documentation if requested by the Contracting Authority:
Filled in and signed HSE self-declaration. The form attached to this competition shall be used. The self-declaration shall be signed by the general manager and a representative of the employees.
5) Licence types and the number described in the requirement specifications shall be delivered to Statens vegvesen Vegdirektoratet, Brynsengfaret 6A, 0667 Oslo. The dispatch shall be marked with ‘Tender 16/190102 Framework agreement for the procurement, production and distribution of driving licences and professional driver's licences.’

Minste nivå(er) av standarder:
1) Tenderers shall have competence and experience from relevant assignments with equivalent complexity and production volume.
2) Quality assurance system.
Tenderers shall have a well-functioning quality assurance system. Tenderers shall confirm that they confirm this requirement when submitting their tender.
3) Tenderers shall have sufficient equipment and personnel capacity to fulfil this contract.
4) HSE self-declaration. Tenderers shall fulfil the requirements stated in the attached form for health, environment and safety. Tenderers shall confirm that they fulfil this requirement when submitting their tender.
5) Delivery of raw licences for testing.
