Gulen kommune

Gulen municipality has four residential and welfare centres with a total of 48 places. The framework agreement is for three of these; Brekke, Dalsøyra and Byrknes residential and welfare centres.
Open welfare in Gulen municipality is organised with 4 approximately equally large zones; Brekke, Dalsøyra, Eivindvik and Byrknes.
Brekke residential and welfare centre is in the inner part of Gulen municipality with 12 places. Dalsøyra residential and welfare centre is in the middle part of Gulen municipality with 12 places. Byrknes residential and welfare centre is in the outer part of Gulen municipality with 12 places. Eivindvik residential and welfare centre is in the municipal centre Eivindvik with 12 places. In addition to the permanent places, persons living at home in the zones also purchase dinners.
Gulen municipality would like inhabitants to live at home. Receiving dinners is an important part of achieving this. 35 dinners are currently distributed in the 3 zones included in the framework agreement.

In order to get their tender evaluated, tenderers must enclose documentation stating that they fulfil all of the qualification requirements stated below and that there are no reasons for rejection. Documentation must be presented in accordance with the stated documentation requirements before a contract is signed with a tenderer. Copies of certificates and attestations will suffice, but the original document must be presented if requested by the contracting authority.

The documentation must be presented without delay. The contracting authority can request, at any time during the competition, that tenderers immediately present all or parts of the requested documentation. The terms in the qualification requirements must be fulfilled for the entire contract period.

The company shall be legally registered.
Norwegian companies: Company registration certificate from the Brønnøysund register centre.
Foreign companies: Registration certificate in a professional register as determined by legislation in the country where the tenderer is established.
Tenderers shall have their tax and VAT payments in order. Documented by a tax and VAT certificate, not older than 6 months from the tender deadline ( https://www.altinn.no/no/Skjema-og-tjenester/Etater/Skatteetaten/Attestbestilling/ ).
Foreign companies: Certificate issued by the competent authority in the tenderer's home country certifying that the tenderer has fulfilled his obligations regarding taxes and VAT payments in accordance with the legal provisions of the country where the tenderer is established. The certificate must be presented before the tender deadline and must not be older than 6 months from the tender deadline.

Teknisk og faglig kapasitet:
The tenderer shall have experience with a minimum of two relevant assignments as described in this document, in regard to extent and complexity.
This shall be documented by presenting a list of the principal relevant assignments during the previous 3 years, including information of the assignments (brief description), values and names of customers. Based on the list, the tenderer shall state names and e-mail addresses of contact persons for the two most relevant assignments. The references will only be contacted if required.

Tenderer shall at all times have a well functioning quality system adapted to the nature and scope of the assignment.
This can either be documented by a brief report, maximum 2 pages; of the tenderer's quality assurance system, or by a copy of certification, for example ISO or equivalent systems.
