Varied communication needs:

Difi has many different communication needs and projects, of varying sizes, target groups and time perspectives. We can have a need for simple communication assistance that can be used when there is a need for extra resources. This can, for example, be general consultancy, support, development and implementation of campaigns, consultancy for handling crises, or assistance with the development of strategies for different communication measures or projects.

Tenderers shall have good competence and experience in communication services and shall be able to offer competence in a minimum of the following fields:

— -Strategic communication consultancy, including communication strategy, communication plans, PR consultancy and target group analysis

— -Editorial services and message development

— -Clear language

— -Media consultancy and crisis communication

— -Presentations

— -Digital communication

— -Social media

— -Design

— -Visual means such as videos, illustrations and models

— -Reports and annual reports

— -Universal design

— -Printing and production of different communication means

Design and visual communication:

Difi intends to communicate visually to a greater degree. This means that several assignments and lots will be for illustrations, videos or other educational presentations. In the design assignments will expect that the tenderer can deliver design and various productions for all means of communication, including digital.

Clear language and universal design:

In Difi, clear language and universal design are a matter of course in all our communication initiatives. We expect all our suppliers to have competence in clear language and universal design.

Cooperation with others:

It is a prerequisite that tenderers are prepared for flexible forms of cooperation, primarily with Difi's own communication resources, but also with other suppliers that Difi uses, if appropriate. We have contracts with suppliers within, amongst other things, streaming, UX/web consultancy and translation/language vetting, who it can be relevant to cooperate with in some projects.

Implementation:

The Communication Department will have the main responsibility for the procurement and the framework agreement. The Communication Department will be involved in all the orders and assignments under the framework agreement, but large parts of the work can be carried out between the tenderer and Difi's professional resources. All of Difi can use the framework agreement.

Assignments shall always have a brief that describes the need and we would like to challenge the tenderer to find the best solution for the need. We would normally like a debrief with a description of assignment comprehension and a solution proposal in return. We would like to work together with tenderers to prepare the assignment and develop the solution proposal when it is desirable and necessary.

Most of the assignments covered in the framework agreement shall solve a defined communication need, where the solution is not given in advance. Tenderers shall, thus, convert the communication need into innovative, smart and user friendly communication solutions that contribute to Difi reaching its strategic aims in a cost efficient way. Most of the assignments and deliveries will require the tenderer to assemble different competencies, such as consultancy, design, editorial services, project management and competence in different communication channels and media. Therefore it is not appropriate to split the framework agreement into several lots.

Agency for Public Management and eGovernment (DIFI) invites tenderers to submit tenders for a framework agreement on strategic and operative communication services. The aim of the procurement is to ensure that Difi has the necessary capacity, competence and flexibility to strengthen its role, services and deliveries through communication. The tenderer shall organise a core team with 3-5 employees who can see to Difi's requirements for consulting services for the majority of communication related tasks. A detailed description of the contract is given in annex 1 to the framework agreement.

After the initial evaluation is completed Difi plans to carry out negotiations with four to five of the qualified tenderers. The selection of the tenderers of which Difi wants carry out negotiations with will take place after the evaluation of tenders. The negotiations may apply to all pages of the tender offers. Negotiations will not be carried out if the Contracting Authority, after the tender offers are received, assesses that negotiations are not appropriate. After the negotiations and updating of tenders, if relevant, is completed, Difi will carry out a final evaluation of the tenders and award contracts to three tenderers. The tender shall contain: — A tender letter — A description of the tenderer's assignment comprehension in accordance with the award criterion 1 — A description of the tenderer's implementation ability in accordance with the award criterion 2 — Man-hour rates — A censored version of the tender.
