Framework agreement for the procurement and delivery of hydrated lime

VAV wants to enter into a framework agreement with one tenderer that shall cover all Bekkelaget sewage treatment plant’s needs for the purchase and delivery of hydrated lime.
Bekkelaget sewage treatment plant is owned by Oslo kommune, but is operated by a private party, Bekkelaget Vann AS (BEVAS). BEVAS is a private operational company for water and sewage services.
Bekkelaget sewage treatment plant receives and treats sewage water from Oslo’s eastern and southern districts. The treatment plant has mechanical, chemical and biological purification, as well as filtering before the sewage water is released at a depth of 50 meters in Oslofjord.
BEVAS shall as needed, adjust the pH by adding hydrated lime to the sewage water.
Hydrated limes are used to adjust alkalinity of the sewage water, improving the sedimentation properties of bio-sludge as well as a limited growth of microtrix in the biological cleansing stage.

The tenderer's tax and VAT payments shall be in order.
Documentation requirement:
— Tax and VAT certificate, not older than six months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration. Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

Økonomisk og finansiell stilling:
The tenderer shall have an annual minimum turnover that as a minimum is similar to the estimated value of the contract.
Documentation requirement:
— a declaration about the businesses’ total turnover for the three last accessible financial years (year, turnover and NOK shall be provided) and.
Credit evaluation/rating, not older than three months, and which is based on the last known accounting figures,
— a credit assessment/rating should be carried out by an officially approved credit rating institution. The credit rating date is requested to be visible in the document.

Good implementation abilities are required.
Documentation requirement:
— a description of the technical units the service provider will use for the fulfillment of the contract.
— an organization chart can be enclosed as a part of the description.
— the tenderer shall have experience from equivalent assignments.
— an overview of the most important goods deliveries of chemicals that the tenderer has carried out in the last three years, together with information about the contract’s value, time for delivery and name of the recipient.
— the tenderer shall have a good and well-functioning quality assurance system for the goods and services that shall be delivered.
— certificates issued by independent bodies as documentation that the tenderer fulfills certain quality standards. Such quality assurance standards shall be based on relevant European standard series that are certified by accredited organs (for example ISO 9001 or equivalent).
