The Contracting Authority has an option to extend the contract for a further 1/2 year, thus the total possible contract length is 4 years.

The framework agreement will be valid from 1.6.2017 until 31.12.2020. The Contracting Authority has an option to extend the contract for a further 1/2 year, thus the total possible contract length is 4 years.

Requirement:
The tenderer's tax and VAT payments shall be in order.
Documentation requirement:
— Tax and VAT certificate, not older than 6 months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration.
— Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
The tenderer shall be a legally established company.
Norwegian tenderers: Company Registration Certificate.
Foreign companies: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Tenderers shall be qualified to carry out inspections and maintenance in accordance with the Fire Prevention Regulations and guidelines.
Documentation that the tenderer is a certified company by the Council for the Maintenance of Fire Extinguishing Material (RVB).
Or other documentation stating that the requirement is met.
Økonomisk og finansiell stilling:
Requirement:
Tenderers must have the financial capacity to implement the assignment/contract.
Documentation requirement:
The Contracting Authority will obtain a credit rating based on the last known fiscal figures. The rating will be carried out by Experian.
Tender documentation — open tender contest above the EEA threshold (5.1.2017) 10.
If, for valid reasons, the tenderer is unable to submit the documentation as requested by the contracting authority, the tenderer may prove the economic and financial position with any other document that the contracting authority finds acceptable.
Teknisk og faglig kapasitet:
Requirement:
Capacity requirement
Tenderers shall have sufficient capacity to fulfil the framework agreement.
Good capacity means that the tenderer shall have;
— a minimum of 3 persons that the tenderer can use to implement the contract, and
— these persons shall be qualified to carry out inspections and maintenance in accordance with the Fire Prevention Regulations and guidelines.
Documentation requirement:
— Tenderers shall describe their average annual work strength and the number of employees in the management in the last three years (number, organisation chart, etc.).
— Tenderers shall describe the technical personnel that the tenderer can use to fulfil the contract, in particular those who will be responsible for the execution of the work under the framework agreement.
— Proof of competence for the executing personnel from the Council for the Maintenance of Fire Extinguishing Material (RVB) in category green,
— or equivalent proof of competence.

Experience Requirement
Tenderers shall have good experience from equivalent assignments. Amongst other things, experience will be assessed from:
— Public contracting authorities,
— Vulnerable users in public buildings,
— Execution of major framework agreements.
— Tenderers shall enclose a list of 3 relevant reference assignments carried out in the last 3-5 years, including information on:
o value,
o date,
o place,
o brief description of the assignment,
o and the name of the public or private recipient and the name of a contact person at the contracting authority.
(The contact person at the contracting authority can be contacted if needed.)
(CVs for personnel are not required here.).
