Sola kommune

The framework agreement shall include internal and external sun screening for municipal buildings and residences in the municipalities, including schools, nurseries, residential and activity centres, nursing homes, old peoples homes, swimming pools and sports centres, flats, office buildings, arts centres, municipal rental housing, health centres, etc. The contract is for all involved municipal companies.
Most of the assignments will be for the delivery and assembly of sun screening for existing buildings. There can also be deliveries for new buildings, as well as repairs/services on existing sun screening. Detailed information on the purpose and content of the contract is in chapter 5 — Requirement Specifications.

The duration of the framework agreement is 2 years. The contracting authority shall, in addition, have an option to extend the contract for a further 1 year + 1 year on verbatim terms. The option will automatically be taken up unless the contracting authority notifies otherwise within two months of the contract expiry date.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
The company shall be legally registered.
Norwegian companies: Company Registration Certificate from the Brønnøysund Register Centre.
Foreign companies: Registration certificate in a professional register as determined by legislation in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers shall have their tax and VAT payments in order.

Foreign companies: Certificate issued by the competent authority in the tenderer's home country certifying that the tenderer has fulfilled his obligations regarding taxes and VAT payments in accordance with the legal provisions of the country where the tenderer is established. The certificate must be presented before the tender deadline and must not be older than 6 months from the tender deadline.

Tenderers shall have their finances in order and shall have the financial ability to carry out the contract and tenderers must, as a minimum, achieve a rating of credit worthy. The contracting authority will obtain a credit rating as documentation from Experian. (The contracting authority subscribes to services from Experian.) It is a prerequisite that tenderers are aware of the information registered about their company and concur, when they submit a tender, to the information being obtained and used for an assessment of the tenderer's financial standing. If a tenderer is aware that the requirement for the financial ability to fulfil the contract cannot be met through a credit rating as stated above, the tenderer can enclose other documentation with the tender that confirms/explains that the financial ability is satisfactory. If the contracting authority's credit information on each company does not include a credit rating, the contracting authority will try to cover its need for information in another way, either by assessing whether the financial ability is satisfactory based on other information that is in Experian's system or by obtaining other documentation. Tenderers who have not had accounts in recent years will be rejected unless they pledge a bank guarantee of such a size that it can be used as security for fulfilment of the contract.

Teknisk og faglig kapasitet:
Competence and capacity.
The contracting authority requires tenderers to have very good competence and sufficient capacity to fulfil the contract. As documentation, tenderers shall enclose an overview of the company's total manpower and manpower for this contract (organisation chart), with names and CV's of the key personnel who will serve the contracting authority.

Tenderers shall have experience from minimum three relevant contracts. Relevant contracts mean the delivery of sun screening for individual buildings of a comparable size and complexity. Tenderers must present a list of the most important deliveries or services performed in the last three years and this shall, as a minimum, include:
