Framework agreement for payment and account management services for the Norwegian Government

The Norwegian Government Agency for Financial Management (DFØ) shall hold an open tender contest without negotiations for new framework agreements for payment and account management services, with the accompanying supplementary contracts for government entities. Tenderers shall be a financial institution or similar.
DFØ would like to enter into a framework agreement with four banks, provided that there are a sufficient number of suitable tenderers and tenders.
The framework agreements, with the accompanying supplementary contracts, except the supplementary contract for cash cards, shall be valid for 3 years, with an option for DFØ to extend the contract for a further 1 year. The supplementary contract for cash cards shall be valid for 2 years, with an option for DFØ to extend the contract for a further 1 year.

Tenderers shall be registered in a company register, professional register or a trade register in the country where the tenderer is established.
As documentation, Norwegian companies shall present a Company Registration Certificate. Foreign companies shall document that the company is registered in a company register, professional register or a trade register in the country where the tenderer is established.

The bank shall have the requisite licences to operate as a bank in Norway.
The bank shall document fulfilment of this requirement by a licence from the Norwegian authorities, or an equivalent licence issued within the EEA area.
The bank must have its tax and duty payments in order. The bank shall present a tax certificate and VAT certificate. The bank shall obtain the certificates from Altinn or get them sent by applying to the tax collection office or the tax office where the bank has its headquarters. Equivalently, all foreign tenderers with business addresses in other EEA countries shall enclose a VAT certificate and tax certificate. If the tenderer´s home country does not issue such certificates, they can be replaced by a declaration from a legal or administration authority in the home country or the current country of residence.

A Norwegian translation of all such certificates and/or declarations shall be enclosed.
The tax certificate must not be older than 6 months calculated from when the tender deadline expires, cf. the public procurement regulations § 7-2 (2).

The bank must have sufficient economic and financial capacity to fulfil the contractual regulations.
The bank shall document its credit worthiness with a credit rating from a rating company.
The bank that shall be the provider in the framework agreement, with the accompanying supplementary contracts, except the supplementary contract for foreign currency accounts, must have a credit worthiness that is on a level that is minimum equivalent to BBB at the rating company Standard & Poor, or BAa2 at the rating company Moody.

The bank that shall also be the provider for the supplementary contract for foreign current accounts must have a credit worthiness that is on a level that is minimum equivalent to BBB at the rating company Standard & Poor, or A3 at the rating company Moody.

The documentation must apply to the Bank´s current credit worthiness. The bank shall notify DFØ of any changes in the level of credit worthiness in the period from when the tender is sent to DFØ until DFØ has informed the bank on who shall be awarded the contract(s).

The bank shall have experience from similar, major assignments within payment and account management services. As documentation, the bank must present a list of relevant experience of dealing with major customers in the last 3 years.
If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial position by presenting any other document that the contracting authority deems suitable.
