The contracting authority would like tenders for manpower services within the following categories:
— Administration;
— Customer services;
— Cleaning;
— Finance;
— HR (including consultancy services for recruitment processes — see the clarification in chapter D.2.1.5);
— Other.
The aim of the procurement is to enter into a framework agreement with 1 tenderer for the hire of manpower services. The Norwegian Public Roads Administration Mid Region covers Møre og Romsdal, Sør-Trøndelag and Nord-Trøndelag counties (from 1.1.2018 Sør-Trøndelag and Nord-Trøndelag counties will merge and become ‘Trøndelag’), and the framework agreement will cover the locations in these counties. The contract period will be 2 years from when the contract is signed, with an option for the contracting authority to extend the contract for 1+1 year.

Tenderers shall be a legally established company. This shall be documented by a company registration certificate.

Økonomisk og finansiell stilling: Auditor confirmed annual accounts for the last 3 financial years.
Minste nivå(er) av standarder: The tenderer must have the financial capacity to implement the contract.
Teknisk og faglig kapasitet:

Documented by a description of deliveries in the last three years. The description shall include information on the contracting authority, the nature of the assignment, size and length.

1 reference shall be provided within each profession included in the framework agreement.

The same contracting authority cannot be stated as a reference for all of the requested professions.

The professions are administration, customer services, cleaning, HR and finance.

Minste nivå(er) av standarder:

Tenderers shall document experience with manpower services within the professions included in the framework agreement.
