The Municipal Solicitor in Trondheim provides legal assistance and lawyer services for all of the municipal organisation. The office has a broad spectrum of cases of both a public and private character. The assignments are mainly carried out by our employees. Experience shows, however, that in periods of a heavy workload and/or holidays/leave, there will be a need to supplement the capacity with the procurement of external services to carry out process assignments in cases concerning the Child Protection Act.
The framework agreement shall cover the municipality's need for external lawyer services within the legal area of child protection. The service that is being outsourced is assignments as a solicitor's managing clerk in child protection cases for the Family Law Court and the law courts.

Trondheim municipality has between 100-120 cases for the Family Law Court per annum.
The lawyer office that signs a framework agreement with the contracting authority must have at least four lawyers.
It is particularly important for the contracting authority that the lawyer office that is awarded the contract has good experience and knowledge of being a solicitor's managing clerk in child protection cases and preferably as a solicitor's managing clerk for the public party. It is important that the contracting authority is represented in a positive way.

The number of cases can vary based on the spectrum of cases, access to internal resources and the workload in general. The contracting authority estimates that the procurement of lawyer services within child protection can be up to 1.75 NOK per annum excluding VAT. This estimate is, however, in no way binding for the contracting authority in the contract period.

Kontraktutførelse
Vilkår for kontraktoppfyllelse:
The assignments shall be carried out in accordance with the guidelines that contracting authority has for each assignment and otherwise in accordance with good lawyer practice, as described in the Lawyer Regulation, chapter 12.
The tenderer who is awarded the contract must end any assignments against Trondheim municipality within child protection when the contract is signed. Likewise, the tenderer cannot take on new assignments against Trondheim municipality within the legal area in the contract period.

The contracting authority will not cover an travel costs that the tenderer has for negotiations/legal meetings in Trondheim. Any journeys outside Trondheim will be covered in accordance with the rates and provisions in the Government's travel regulations. Such journeys shall always be agreed in writing with the contracting authority before the journey takes place.

When there is a need for external lawyer assistance, the contracting authority will contact the tenderer and feedback on whether the tenderer can take on the assignment will be required by the end of the following day.
