The Municipal Solicitor in Trondheim provides legal assistance and lawyer services for all of the municipal organisation. The office has a wide spectrum of cases of both a public and private character. The assignments are mainly executed by our employees. However, experience shows that at times with a heavy workload and/or holidays/leave, there is a need to supplement our competence with the procurement of external services for process assignments. In addition the office can need to supplement the competence within individual disciplines, both in the form of process assignments and consultancy assignments.
The contracting has announced a separate competition for a framework agreement for lawyer services in cases concerning the Child Protection Act.

The framework agreement shall cover the municipality's need for external lawyer services and consultancy assignments.
The lawyer office that signs a framework agreement with the municipality must be professionally robust and have at least 3 experienced lawyers. The contracting authority will emphasise the company's competence, experience and breadth when assessing the company's professional robustness.

The extent of cases can vary based on the spectrum of cases, access to internal resources and the workload in general, as well as any need for supplementing our competence. The contracting authority estimates that the procurement of lawyer services can be 1 750 000 NOK per annum excluding VAT. This estimate is, however, in no way binding for the contracting authority in the contract period.

Tenderers must have the right to provide lawyer services in Norway:
— a licence to practice law, documentation of security in accordance with the regulations and documentation of paid fees to Tilsynsrådet are required for the lawyer company.

Kontraktutførelse
Vilkår for kontraktoppfyllelse:
The assignments shall be carried out in accordance with the guidelines that the contracting authority has for each assignment and otherwise in accordance with good lawyer practice, as described in the Lawyer Regulations, chapter 12.
In order to avoid client collision, the tenderer will not be able to take on new assignments against the contracting authority within the sphere of activity in which there are active assignments in the contract period.
When there is a need for external lawyer assistance, the contracting authority will contact the tenderer and the tenderer will be required to give feedback on whether the assignment can be taken on and which lawyer will be offered by the end of the following day.
