Framework agreement for general planning the Eastern Region 2018-2022

The Contracting Authority wants to sign a framework agreement with multiple consultancy businesses who can quickly assist with general planning, strategy and research work in the following fields:
— Transport analyses/modelling
— Socio-economic analysis/cost-benefit analysis
— Toll evaluations and analyses
— Environmentally friendly spaces and transport planning
The works will be planning and analysing at a strategic level and will not include planning according to the Planning and Building Act.
The assignments will include different areas in the Eastern Region. The Norwegian Public Roads Administration Eastern Region consists of the counties of Oslo, Akershus, Østfold, Hedmark and Oppland.

Qualification Requirement:
Tenderers shall be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation:
— Norwegian companies: Company Registration Certificate
— Foreign companies: Verification that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
The tenderer shall have the requisite financial foundation to comply with the contractual obligations. The Contracting Authority will obtain a credit rating from Experian. In order to be qualified, tenderers must be assessed as credit worthy based on a point score.

If the Contracting Authority is in doubt, the last Annual Financial Statements, Annual Report and Auditors report will be assessed and the following must be met:
— Tenderers must have positive equity.
Teknisk og faglig kapasitet:
Qualification Requirement:
The tenderer shall have experience from work of the same nature, scope and degree of difficulty.
Documentation:
— Description of the tenderer's most relevant assignments during the last 5 years.
Up to five previous assignments per field shall be described.
The description shall include include:
a) Contracting Authority (name, telephone number and email address)
b) Content and scope of the Assignment
c) Assignment period
It is the tenderer's responsibility to document relevance through the description.
The Norwegian Public Roads Administrations own experiences with the tenderer may be assessed.
