The contracting authority would like, via this competition, to enter into a framework agreement with a broker of consultancy services within IT. The consultant broker shall, based on the requirement specifications, find the best qualified consultants that are available on the market and offer these to the contracting authority. It will, thus, be the consultant broker's job to assist the contracting authority by holding a competition in the market.

Assignments under the framework agreement will consist of communicating offers of consultants who can provide assistance with different line assignments, consultancy assignments, development/further development of existing systems and assistance with other assignments within IT, as requested by the contracting authority. Assignments under the framework agreement will be to facilitate consultants within all of the disciplines that the contracting authority processes, services that the contracting authority provides, projects and work groups that the contracting authority carries out and participates in, internally and externally. The consultancy assistance that shall be provided can be of an executing, consulting, technical, financial and functional character. The consultancy assistance within these different assignments can also involve assignments within sub-project management, project support and process management. The projects that the contracting authority carries out will be of different scopes and character. Consultants shall only be booked within the areas stated in the tender documentation. Assignments can be booked on an hourly basis or as a fixed price assignment.

The contracting authority has the option to extend the contract on the same terms for 1+1+1 year so that the total possible contract length is 4 years.
Any extension of the contract must be taken up at least 3 months before the contract expires.
