Welfare technology in Drammen municipality.
The contracting authority shall be a leading municipality in welfare technology and it shall provide services of high quality and safety to its users. The welfare technology shall support tasks and processes that users, relatives and employees benefit from and it shall contribute to Drammen achieving its vision of a larger, smarter and healthier municipality.

The current way that medicines are handled.
Medicines are currently stored in the medicine room which has restricted access. Prepared medicines are stored in a locked medicine trolley with a drawer for each patient.
A doctor prescribes the medicines on a medicine card in the EPJ (Gerica). A print-out of the medicine card is used when distributing and preparing the medicines.
The preparation and distribution of medicines is documented manually on paper immediately after the task has been performed. Double checks are documented for the preparation when required. Distribution is documented by 1 signature for a medicine pill dispenser, 1 signature for medicines in a multi-dose bag and 1 signature per medicine for other medicines. Reasons for medicines that have not been given are also documented. Information is available on an A4 sheet of paper on the medicines that a patient has had over the course of 1 month. The documentation is archived in the patient records.

— Prevent misuse/loss from medicine stores for own consumption through access controlled stores of A and B preparations and automatically generated narcotics records with a detailed history of all receipt and withdrawals.
— Reduce stocks and the destruction of medicines through electronic store management and automatic generation of orders to chemists/wholesalers.
— Generate reports of actual consumption statistics for evaluating medicine use.
Legal requirements for handling medicines.
The handling of medicines in Drammen municipality shall be in accordance with the Regulations on Handling Medicines for personnel who provide health services, with the accompanying circular letter (IS-7/2015) and the Health Personnel Act.
Inspections
A site inspection will be arranged at the residential and service centre for tenderers who are invited to submit a tender. The date of the site inspection will be announced after the pre-qualification.
Language
All tender documents shall be prepared in Norwegian. The site survey and negotiations will he held in Norwegian.

A procurement was announced in January 2017 for an electronic medicine management system for 9 of 10 institutions in the health and care districts in Drammen municipality. Drammen Helsehus (Helsehuset) was the only institution that was not included in the procurement. This was because Helsehuset already had, at that point in time, procured a system for medicine management. It takes time to implement and develop good routines for using such systems and this work was still ongoing when the competition for the nine nursing homes was announced in January 2017. Vingmed AS won the competition to deliver to these nursing homes, so Drammen municipality then had two suppliers of electronic medicine management systems. One at Helsehuset and another one in the 9 other institutions.
