The government, c/o the Norwegian Directorate of Immigration (UDI) is responsible for ensuring that refugees who are being transferred are taken care of at Oslo Airport and assisted onwards to their final destination in Norway. This mainly means assistance upon arrival at Oslo Airport and facilitating for onwards domestic travel by air, but is can also include transport by other public communication, such as train or bus. UDI is also responsible for ensuring that persons who shall return to their home country receive assistance before and at departure.

Tenderers shall have the capacity to adapt manpower for assignments and assistance for all assisted arrivals and returns, independent of variations in the extent/volume and the date of the assistance.
Tenderers shall also have the capacity to handle extraordinary situations. Extraordinary situations are deviations from the normal situation and can, for example, be cancelled flights, acute illness, strikes in transport companies and overnight stays that occur at short notice.
