Framework agreement: access to a competence register and issuing competence certificates for construction notifications

The contracting authority requests tenders for access to a multi-functional competence register for issuing competence certificates for construction notifications.
In accordance with Handbook N301 –Works on and along roads -, all personnel executing works on or along roads shall complete construction notifications training. Course certificates for participants who have passed a final test are issued and an overview of over these persons is kept. All these tasks are currently implemented by 130 course managers in construction notifications. The course managers are certified by the Norwegian Public Roads Administration.
The issued course certificate needs to be standardised, in order to ensure a uniform and secure certificate. A total overview of persons with construction notifications training is also needed. Final exams are also requested to be held at the Norwegian Public Roads Administration's traffic stations. Thus, access to a register which can submit and receive information about candidates from the Norwegian Public Roads Administration' traffic stations is required.
