It is the first time a compulsory escalation plan about violence and assault is being launched. The plan both highlights the main challenges connected with violence and assault, particularly against children, and suggests initiatives and strategies to meet these challenges. It covers a broad spectrum of themes and fields. It determines where responsibility for the work against domestic violence and violence against children is anchored. It shows particularly public entities' distinct responsibility to combat violence and and assault and to establish good collaboration structures across services and sectors.

The plan goes on to describe how violence and assault shall be better prevented, both with effort directed at the population in general, and initiatives directed at individuals or groups that live with a known increased risk of becoming victims of violence. In this, knowledge is crucial and the plan highlights the need for increased competence in all sectors and services, to ensure that the violence is detected and stopped.

The Escalation Plan presents challenges connected to follow-up and treatment of individuals who have been exposed to violence and facilitates further strengthening of the support and treatment offered to victims of violence, but also to perpetrators of violence. The plan emphasises that the legal certainty shall be ensured in cases of domestic violence and violence against children. Investigation of cases against violence and assault shall be priorities, the capacity shall be strengthened and the quality shall be increased. The Plan highlights the challenges faced by Statens Barnehus [The Childrens House Oslo], i.a. in regard to capacity and access to medical examinations.

The Escalation Plan is coordinated by the Ministry of Children and Equality in collaboration with the Ministry of Health and Care Services and the Ministry of Justice and Public Security.

The upper economic limit for the assignment is 4 000 000 ΝΟΚ in the period 2018 — 2022 (excluding VAT).
Tenderers shall deliver a halfway report in 2020 and an end report in 2022.

Paid taxes and duties.
Documentation requirement
— Certificate, not older than 6 months, confirming that the tenderer has fulfilled his tax, social security and VAT obligations. The certificate can be ordered and obtained from Altinn from the separate link on skatteetaten.no. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration. The certificate is electronically certified and is therefore not signed. For further information, see skatteetaten.no. The certificate shall be enclosed with the tender in accordance with the outline given in the tender documents.

Qualification requirements
Tenderers must have carried out at least three deliveries with relevance to this assignment. Relevant assignments mean:
— evaluation assignment that comprises different management levels, or analyses interaction between multiple sectors and services
and
— research about domestic violence and/or violence against children.
Tenderers must have sufficient professional expertise and capacity.
Documentation requirement
An overview of the most important deliveries that the tenderer has carried out during the last three years, together with information about the contract value, delivery and execution dates and name of the recipient.
A description of the tenderer's average annual workforce and the number of employees in key positions during the last five years. ‘Employees in key positions’ means researchers with competence in method, data collection and evaluation.
