The competition does not include an EPJ for doctor surgeries/emergency doctor surgeries.

There will be a strong focus on efficient work processes in the municipalities and a new EPJ system shall support this. The system shall therefore have a close integration between the administrative systems and not at least the professional systems in the municipalities, in such a way that double registrations and unnecessary work processes are eliminated.

The Contracting Authority reserves the right to decide when the different components of the offered system shall be in operation. New Holmestrand, with associated companies, shall have the completed EPJ system as soon as possible (1.10.2017). Sande has an option to join Holmestrand's system. New Tønsberg (including Re) plans to use the system as soon as possible and by 1.1.2020 at the latest, whilst new Færder municipality (Tjøme and Nøtterøy) has an option to use the system at the same time as Tønsberg. The implementation and use of options will be agreed with the new supplier.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(ESPD: Part II A.e) Certificates for Tax and VAT.
The tenderer shall have settled conditions in relation to payment of taxes and VAT.
Documentation: A certificate showing paid VAT, taxes and social security contributions is required. The certificate shall be issued by the competent authority in the country where the tenderer is established (the Norwegian certificate for tax and VAT is common and can be ordered from altinn.no, former RF-1244) in accordance with the laws and regulations in the country of origin. The certificate must not be more than 6 months from the deadline for receipt of tenders.

The contracting authority is not allowed to request the certificate if he has already received it, in accordance with the regulations § 17-1(4). If you have submitted a tax certificate and it is still valid at the tender submission deadline for this contest, you are not obliged to submit a certificate now. If this is the case, stated when and to who the certificate was previously submitted. You can, however, enclose the certificate voluntarily if you want.

Requirements regarding the tenderer's economic and financial position: The financial capacity to fulfil the contract is required.
Documentation: The Contracting Authority will assess finances through the company and accounting information system Proff Forvalt (www.forvalt.no ). Tenderers are asked to submit other information they believe is relevant. The contracting Authority reserves the right to obtain supplementary information about the tenderer's finances.
