A framework agreement for the purchase and delivery of lunch goods for Bergen municipality an joint venture partners. Lunch goods are in this context defined as slices bread with sandwich spread, baguettes, buns, etc.
The contract shall apply for all the units in Bergen municipality, expect units that are connected to separate canteen contracts or similar.
The tender contest is for 2 lots, as the agreements are divided in two geographical areas — north and south.
The contract shall be valid for 2 years with an option for the contracting authority to extend the contract for further 2 years.
The agreement shall be available on e-trade.

The tenderers shall have their tax and VAT payments in order. Documentation: Tax Certificate, issued by Altinn, the Tax office or the Tax Collection Office. The certificate shall not be issued more than 6 months prior to the tender deadline. Foreign tenderers are to provide certificates from corresponding authorities in the countries where they are registered for tax. If the authorities in the respective countries do not issue such authorisation, the tenderer must present a self-declaration regarding whether there are arrears on taxes and if so, the amount of these. The self declaration must be signed. eCertis can not be used.

Requirements: The tenderer shall be a legally established company. Documentation: Company Registration Certificate, which has been issued no more than six months before the tender deadline. Confirmation of registration in a trade or business register as prescribed by the law of the country in which the supplier is established (applies to foreign companies). eCertis can not be used.

If a tenderer will use other companies to be qualified in regard to the Contracting Authority's qualification requirements, tenderer must document for the Contracting Authority that the tenderer will have control of the necessary resources, for example by submitting a commitment statement about this from the companies. The self-declaration form is to be found under the tab ‘Documents’. For a company supporting the tenderer's fulfilment of the qualification requirements, such documentation must be submitted as required in the relevant qualification requirement. The tendere shall also submit a completed self-declaration form. This form is in accordance with the European Single Procurement Document. Requirement: Relevant experience The tenderer must have relevant experience with transport and delivery of corresponding products. Documentation: The tenderer must fill in the reference form, see annex. A short description of the delivery (ies) and the relevance the delivery(ies) has in relation to this procurement. Requirements for quality management. The assignment requires tenderers to have quality management systems. Documentation (to be provided in the following ways): Description of the company's procedures regarding quality management, with emphasis on quality assurance, resource management, managements' responsibility, the manufacturing process and continual analysis and improvement. If the tenderer holds an ISO 9001:2008 certificate (or newer version), such a certificate will be accepted as documentation of compliance with the qualification requirement.
