The assignment is for engineering design services and the preparation of the tender documentation for upgrades and renovation of 5 tunnels. The work is intended to be carried out in 3 contracts. 1 execution contract for the Haukeli tunnesl and Svandalsflona avalanche shelter in Odda municipality, 1 execution contract for Porsgrunn tunnel in Porsgrunn municipality and 1 turnkey contract for the Vadfoss and Kragerø tunnels in Kragerø municipality. A contract for the latter assignment will mean that the tenderer cannot participate with other contractors for the turnkey contract in this contract.
Follow-up during the construction is also included as a part of the assignment.

Follow-up during the construction is also included as a part of the assignment.

SHA and safe traffic site work are important themes in the engineering design services. The site work will in all cases conflict with the current road traffic. We would primarily like to close the tunnels when the work is being carried out, provided that there are adequate diversions. Secondarily, the traffic must be run through the tunnels whilst the work is ongoing. Realistic phase plans for all traffic groups will therefore be an important part of the engineering design services. The contracting authority will see to the preparation of the SHA plan, but the tenderer will be an important contributor for risk assessments for the subtasks. Preparation of the YM plan is included in the subtasks.

For a project like this with many disciplines involved and with civil engineering and difficult feasibility in the site phase, the contracting authority sees it as very important that a lot of emphasis is put on multi-disciplinary work when carrying out the assignment.

A detailed description is given in chapter E.
