Tromsø kommune

Tromsø municipality shall enter into a framework agreement for the delivery of an electronic medicine cabinet for units within the health and welfare service.
We would like to have a framework agreement where the municipality's units shall be able to make call-offs on the framework agreement based on need and budget.
At first a medicine cabinet shall be procured for Helsehuset, which is planned to open 1.9.2017. This procurement must be delivered and ready for use at the latest by week 32 in 2017.
After that, an electronic medicine cabinet is planned for Tromsø Emergency Doctor Surgery, Otium Residential and Welfare Centre and Trudvang Children's Home.

After that, an electronic medicine cabinet is planned for Tromsø Emergency Doctor Surgery, Otium Residential and Welfare Centre and Trudvang Children's Home.
The contracting authority would like a framework agreement for medicine cabinets/automatic vending machines (including all the necessary software) and mobile units. The purpose of the contract is:
To raise the quality and patient safety through fewer opportunities to make mistakes, automatic drugs account keeping.
To reduce the time used for handling medicines and thereby free up time for patients and other assignments.
To reduce error sources around handling medicines.
To improve finances around handling medicines (ordering, requisitioning, handing out), ensure smaller returns and waste of medicines.
More efficient stores and communication.
To establish integration with Profil patient journal and the medicament prescription module.
Helsehuset Tromsø:
Helsehuset Tromsø has the municipality's acute beds, short-term places for patients ready to be discharged, beds for palliative care, rehabilitation places and post-treatment for psychiatry and drug and alcohol abuse.
Helsehuset Tromsø shall:
— offer services both before, after and instead of hospital treatment,
— be a tool for earlier prevention and treatment and contribute to ensuring general user and patient stays of good quality,
— facilitate for better interaction between municipal services, between the municipal and specialist health service and inter-municipal,
— be a multi-disciplinary competence and learning arena for employees and health and social care students/pupils from different educational institutions.
Helsehuset Tromsø will open 1.9.2017. It will have 69 beds and approx. 140 employees split between the following departments:
— Palliative care department (9 places),
— Emergency help 24 hour units (9 places),
— Rehabilitation department (9 places),
— Strengthened short-term department (17 places),
— Short-term department (17 places),
— Drugs and alcohol and psychiatry (8 places).
Helsehuset has a total of 6 medicine rooms and 1 emergency room where medicines shall be stored.
The Helsehuset management plans to procure a medicine system in several phases:
a. Electronic LMK for A and B preparations for all departments, including the emergency room, total 6 departments and 1 emergency room. Total 69 patients, see the tender documentation. There are 7 locations.
b. Procurement of an electronic LMK for the Emergency Help 24 hour department (9 beds). This store shall be able to serve other departments at Helsehuset when individual medicines have runout and it is planned to be the largest store (LMKet) in Helsehuset.

c. Electronic mobile systems/medicine trolley, total 8.
d. Electronic LMK for the emergency room for acute medicine.
e. Expansion of the electronic LMK to the remaining 5 departments at Helsehuset.
Phase a must be delivered at the latest in week 32.
Phases b-d shall preferably be delivered in week 32 in the above mentioned order.
Phase e has a tentative schedule by June 2018
OTIUM, the Emergency Doctor Surgery and Trudvang Children's Home have signalised a possible procurement of an electronic medicine cabinet.
A site inspection will be held 19.5.2017, 09:00 at Helsehuset, Tromsø municipality.
Varighet: 60 måneder
Beskrivelse av fornyelser: 2 year framework agreement, which can be extended for up to 3 years.
