— Constructional engineering facilities: Lighting, IT, AV equipment, fire detection and building automation.
— Industry: Process instrumentation and automation systems, engines and engine drives, battery installations.
— Engineering design services for and planning of expansions to the existing low voltage supply installations, as well as new installations.
— Board assembly.
— Thermographing.
— Installation and maintenance of electrical installations and equipment, as well as earthing systems.
— Installation and maintenance of electrical installations for automatic cranes.
— Installation and maintenance of emergency lighting (FSE), fire alarms (Autronica) and automation installations (Siemens).
— Cabling and connections within industrial communication (profibus etc.), process instrumentation, frequency transformers.
The tenderer is to deliver all normal installation materials and cabling.
Returkraft will normally procure the instrumentation and automation equipment itself, as well as IT products.

Beskrivelse av fornyelser:

Returkraft would like to enter into a Framework Agreement with an electrical company.

Returkraft would like to sign a Contract for 1 year from and including when the contract is signed, with an option for a further 3 years (1+1+1 year) if Returkraft AS so chooses.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

3.2 Mandatory requirements

Qualification requirements: Tenderers shall have fulfilled all their tax obligations.

Documentation: Tax and VAT certificate.

The certificate must not be more than 6 months old.

3.3 Other requirements

Qualification Requirement: Tenderer shall be a legally established company.

Documentation:

*Norwegian Tenderers must provide an updated company register certificate.

*Foreign Tenderers must provide certificate(s) for statutory registration in the country where the company is established.

Qualification requirement: Tenderers shall meet the requirements of Norwegian legislation for health, safety and the environment (HSE).

Documentation: HSE self-declaration stating that the Tenderer meets, or if awarded the contract will meet, statutory requirements in Norway relating to health, safety and environment. The self-declaration must be countersigned by one of the company's employees.

Qualification requirement: Products that are delivered to Returkraft shall be compatible with the requirements set i annex D. Tenderers shall respect basic requirements for human rights and employee rights.

Documentation: A signed self-declaration (c.f. annex D) from the Tenderer and sub-suppliers shall be submitted.

Qualification requirements: Tenderers shall have legal work and pay terms for both

their employees and for personnel who are hired in.

Documentation: Tenderers shall enclose a copy of a standard employment contract in the company and for any labour that has been hired in.

Qualification requirement: If a Tenderer plans to use

hired/sub-suppliers from abroad, the requirements in the laws

and regulations on this shall be complied with by the Tenderer.

Documentation: A declaration and documentation that the Tenderer has routines for and is aware of the obligations that lie with the company (see the information in Annex E).

Qualification requirements: Tenderers are obliged to take out and maintain

the necessary insurance for the damage and

liability occurrences that can arise during the contractual relationship.

Documentation: Tenderers shall document the insurance and

extent of the coverage.

Økonomisk og finansiell stilling:

Qualification requirement: Financial qualifications — Tenderers shall have sufficient

economic and financial solidity to be able to fulfil

the contract obligations.

Documentation:

o Approved annual accounts with the auditor's reports for the last two accounting years.

o If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the contracting authority deems suitable.

* Requirement: Tenderers shall have the relevant professional and technical qualifications for carrying out the assignment.

Documentation: Self-declaration with confirmation that the Tenderer complies with the following regulations:

— FSE (Regulations on safety for work in and for the operation of electrical installations).

— FEK (Regulations on electrical companies and qualification requirements for work on electrical installations).

— FEL (Regulations on electrical low voltage installations).

— Competence in FEBDOK.

— Tenderers shall describe their organisation structure and administration, including the Tenderer's competence and quality assurance system.

Qualification requirement: Tenderers must have access to qualified personnel.

Documentation:

Self-declaration confirming that the Tenderer has qualified personnel in the following disciplines:

— Low voltage installations, with industry background

— ICT

— Fire alarms

— Termographing (certified.

— Executive officer (engineering design services and documentation).

Qualification requirement: Availability requirements.

* Confirmation that the Tenderer is able to provide qualified personnel at Returkraft within…

… 3 hours in critical situations, however only on weekdays between 7:00-15:00. This can occur 2-3 times a year.

Qualification requirement: Tenderers must offer key personnel for assignments that shall be carried out for Returkraft.

Documentation: Confirmation that the Tenderer will use 2-3 permanent installers with an industry background, as well as 1 permanent project manager/executive officer in the contract period.
