EEA063-2017 Framework Agreement on pest control and removal of mould

Bergen kommune

The Contracting Authority invites tenderers to an open tender contest in connection with the procurement of services related to pest control and mould assessment/removal.
The framework agreement is primarily intended to cover the needs of the Buildings and Property Department and the Department for Housing Management.
Work assignments planned for inclusion in the agreement will typically be:
— Combating of pests, including:
Chemical/disinfection treatment of pest problems
— Control with fibre-optic equipment;
— Planting and monitoring of bait boxes;
— Other measures against insects/pests, including removal of bedbugs;
— Assessment of suspected mould damage and other rot damage;
— Analysis/air samples and delivery of reports;
— Mould removal;
— Follow-up inspections and other measures when mould is found;
— Placement and analysis of tests for radon.
The list is not exhaustive, and work that naturally falls under the framework agreement is also included.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

Registration in a trade register or company register: Tenderers must be registered in a company register or trade register in the member state where the tenderer is established. As described in annex XI of directive 2014/24/EU of the European Parliament and of the Council; suppliers from certain member countries can be required to fulfil other requirements in the mentioned annex.

Norwegian tenderers: Company Registration Certificate from the Brønnøysund Register Centre.

Teknisk og faglig kapasitet:

Requirements: Experience from similar assignments.

The tenderer is required to have good experience from similar assignments. Documentation: Tenderer must complete Annex 3 — Reference Form, regarding the most important relevant deliveries in the last 3 years, including their scope (number of months' work), value, dates and the Contracting Authority or recipient.

Requirements: Procedures for environmental management.

The assignment requires tenderers who have procedures and systems that ensure that the execution of the delivery has a low environmental impact. Documentation: Description of the company's procedures and systems for ensuring low environmental impact when carrying out the delivery. If the company has environmental certification or ISO 14001:2004 (or a more recent version) or equivalent third party verified systems, such a certificate will be accepted as documentation for fulfilment of the qualification requirement.

Requirements for quality management

The assignment requires tenderers to have quality management systems. Documentation (to be provided in the following ways): Description of the company's procedures regarding quality management, with emphasis on quality assurance, resource management, managements' responsibility, the manufacturing process and continual analysis and improvement. If the tenderer holds an ISO 9001:2008 certificate (or newer version), such a certificate will be accepted as documentation of compliance with the qualification requirement.
