Scheduled express boats as a form of transport play an important role in linking Trøndelag and the Trøndelag coast For routes such as Trondheim — Brekstad the scheduled express boat more than halves the travel time and connects for example Fosen with Øyrekken and Namsos with island in the north. Simultaneously, the scheduled express boat in it’s current form the individual largest source of emission measured in passenger kilometres and with high fuel consumption it is an expensive form of transport.

To ensure the scheduled express boat’s existence, measures must be taken to change over to the new energy carriers and reduce the energy consumption. In the current market, there are no proven alternatives to diesel and the transfer of technology from other transport forms such as electrification of ferries is challenging. In the current market it is only very short connections that will be able to shift to zero emission solutions, and with consequences for operations, high risk and cost. In order to be able to demand zero emissions in future scheduled express boats, development and innovation should be stimulated.

With this as a starting point, the Contracting Authority wants to facilitate the development of world-leading and proven technology. The feasibility is both unknown and unresearched and we as the Contracting Authority must be mindful and set the requirements accordingly. The county municipality should be expected to be a facilitator in the development project. We will give industry the possibility of receiving funding from us to develop something that we would like to set requirements for in a conventional tender. Our 2 primary requirements are that the tenderer shall cover a need for mobility along the coast, without emissions and at a lower cost than is current. It is up to the industry players to find a solution for this. We will not set guidelines for what steps industry chooses, and we will stimulate a comprehensive delivery.

Planned publication is in December 2017 with the tender deadline in February 2018. The tender offer shall contain a report of competence, solutions and references and how the individual consortium wants to execute their project. Then the project goes over 2 phases where in the first instance one shall concretion their concept for then to test and develop it. At the end, the consortium shall deliver a review of their solution as a comprehensive concept with costs, operational patterns and service offer. Participants in the project will received a fixed sum for disposal regardless of their costs, therefore price is not part of the evaluation criteria.
