Culture Orientation Programme (CO) for transfer refugees who shall live in Norway

As a starting point, all persons who have been granted a residence permit in Norway as a transfer refugee shall attend a short training course in order to increase the person's knowledge of Norway before they arrive. This training, called the Culture Orientation Programme (the CO programme), shall contribute to refugees' general ability to tackle immediate difficulties upon arrival, increase their options for becoming self-reliant quicker and facilitate integration in Norwegian society. In addition, municipalities that shall house or have housed refugees are offered an information course in order to assist the municipality in integration work.
IMDi invites all relevant suppliers to submit a tender for carrying out these services.

IMDi invites suppliers to participate in this tender contest. The competition is split into 3 parts. The first part is a qualification phase where all interested suppliers can register their interest. The second part is where we invite the suppliers who fulfil our qualification needs to submit a tender, maximum 5 suppliers. The third and final part consists of negotiations with the qualified suppliers and the final selection of the best tender in accordance with the weighting stated in the tender documentation.

Beskrivelse av fornyelser:
The contracting authority (IMDi) has the right to extend the contract for one year at a time for up to four years, i.e. from 2018 to 2021. It is a prerequisite for the annual extension that the service provider also consents. Any annual contract extension will be on the same terms as those in the contract for the first year.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
The assignment shall be carried out in accordance with the contract, it shall be carried out professionally, efficiently and with a high professional standard.
The service provider and his representatives shall loyally cooperate with the contracting authority (IMDi) and see to the contracting authority's interests.
Enquiries from the contracting authority shall be answered without undue delay.
The service provider and his representatives shall, without undue delay, give notification of conditions that the service provider and his representatives understands or ought to understand that can be of importance for the implementation of the agreed services, including any expected delays.

Both parties shall see to proper communication, storage and back-up copies of documents and other material of importance for the assignment, regardless of form, including e-mails and other electronically stored material.
The confidentiality terms in the Act on procedures in administration cases dated 10 Februay 1967 (the Public Administration Act) will apply to the parties and any sub-suppliers and third parties.
A confidentiality declaration shall be signed if necessary. If so, it shall be apparent what information is covered by the confidentiality declaration and how this shall be complied with. Employees or others who leave their employment at one of the parties will have to maintain confidentiality after they have left.

4.1.1 Professional qualifications of the service provider
The following service provider qualifications are required:
— The service provider's Experience with working with refugees (both national/international experience preferred)
— The service provider's Cultural and social anthropology skills (particularly knowledge on cultural differences and challenges in settling in a new country)
— The service provider's cross-cultural communication skills
— The service provider's pedagogical skills, including skills within cross-cultural pedagogy, andragogy and teaching of children/age-differentiated teaching approach
— The service provider's administrative skills to implement logistical arrangements at a short notice
— The service provider's HR skills to recruit and maintain skilled bi-cultural trainers
— The service provider's knowledge of international and Norwegian resettlement procedures, particularly background knowledge of relevant conflicts/wars in the refugees' home countries and situation in transit countries
— The service provider's knowledge of integration processes in Norwegian municipalities, including the Introduction Programme
— International organisation/structure
4.1.5 Relevant experience
The service provider must demonstrate the ability to successfully fulfil the contract by documenting experience from similar projects.
This shall include a list of the principal deliveries documenting experience from similar projects, in the past three years, with the values, dates and recipients.
