This contract is for the procurement of services for the implementation of a cultural orientation programme (the CO programme) for transfer refugees who shall be re-settled in Norway. By increasing refugees' knowledge of Norway, the project shall contribute to the refugees' general ability to tackle immediate difficulties after arrival, increase their options for quicker self-help and facilitate integration in Norwegian society. A part of the service will also be to give an information course to relevant municipalities that shall house or have housed refugees.

Beskrivelse av fornyelser:

The contracting authority has the right to extend the contract for up to 4 years (2018-2021), one year at a time, provided that the service provider wants to continue. Such an expansion will be based on the same terms as those described in the contract for the first year and it will be based, amongst other things, on an estimated number of quota refugees who are included in the target group for the CO programme each year.

The assignment shall be carried out in accordance with the contract, it shall be carried out professionally, efficiently and with a high professional standard.

The Consultant shall loyally cooperate with the Customer and see to the Customer's interests.

Enquiries from the contracting authority shall be answered without undue delay.

The Consultant shall, without undue delay, give notification of conditions that the Consultant understands or ought to understand could be of importance for carrying out the service, including any expected delays.

Both parties shall see to proper communication, storage and back-up copies of documents and other material of importance for the Assignment, regardless of form, including e-mails and other electronically stored material.

The confidentiality terms in the Act on procedures in administration cases dated 10.2.1967 (the Public Administration Act) will apply to the parties and any sub-suppliers and third parties.

A confidentiality declaration shall be signed if necessary. If so, it shall be apparent what information is covered by the confidentiality declaration and how this shall be complied with. Employees or others who leave their employment at one of the parties will have to maintain confidentiality after they have left.

The confidentiality will also apply after the contract has expired.

Kontraktutførelse
Vilkår for kontraktoppfyllelse:

The procurement will be made in accordance with the Public Procurement Act dated 17 June 2016 (LOA) and the Public Procurement Regulations (FOA) FOR 2016-08-12-974. parts I and III. A contract will be awarded in accordance with the open tender contest procedure, cf. the Public Procurement Regulations § 13-1 (1).

Negotiations are not allowed in this contest. Tenders cannot, therefore, be changed after the tender deadline has expired. Furthermore, attention is drawn to the fact that tenders that include significant deviations from the procurement documents shall be rejected in accordance with the Public Procurement Regulations § 24-8(1) b. The contracting authority can reject tenders that include deviations from the procurement documents, uncertainties etc. that are not seen as insignificant, cf. the regulations § 24-8(2) a.

Tenderers are therefore strongly encouraged to follow the instructions given in the tender documentation and annexes and to ask questions via an email to the contact person if they are uncertain.
