The contract E-3 Fv. 17 Strømnes — Sprova includes the construction of a 5.4 km county road 17 and accompanying local roads between Strømnes and Sprova. All professional areas, such as electro technical systems, drainage, asphalting, road marking and assembly of rails, signs and pylons, etc., are included in the contract. Two tunnels shall be constructed on the section; the Strømsnes tunnel and the Holvik tunnel, as well as two bridges; the Holmvik Bridge and the Eld Bridge Two traffic lights shall also be assembled on the section; one at Strømsnes and one at Sprova. An exit road at Elda shall also be established, a road for constructional works over tunnel portal at Strømsnes, a road for constructional purposes at the Holmvik tunnel, operational exit roads and log piling sites.

Egnethet til å utøve yrkesvirksomheten:

The tenderer shall have the necessary competence and experience, both as regards technical, professional, economic and financial capacity. Information about the tenderer shall be given by submitting a completed ESPD (European Single Procurement document) Tenderers shall be a legally established company. The same applies to each participant in a working partnership (contractor group). All contractors shall present Tax and VAT certificates The Public Procurement Regulations § 7-2 apply accordingly. Systematic HSE work: The tenderer shall have a system and routines that ensure that the HSE work is operated in a systematically manner in accordance with the internal control regulations. C.f. the verification in E5 the tender form. Accident frequency rate (H1-verdi): If the tenderer is a working partnership (contractor group), the requirements apply for each of the participants. The requirements also apply for any companies that the tenderer will use to be qualified. The average H1-value for the last three years should be lower than 10. The implementation ability includes turnover, the key personnel's competence and organisation. There will be an overall assessment for the requirements imposed under the criterion implementation ability. Turnover: The tenderer's annual average turnover should be at least as large as the annual turnover the contract generates. Technical and professional expertise and relevant experience is required of the key personnel who will be available for this assignment. Organisation of the implementation of the contract requires sufficient manpower and that the tenderer has the capacity and ability to manage unexpected contractual conditions.

Økonomisk og finansiell stilling:

Tenderers are required to have positive equity. If the tenderer is a working partnership, (supplier group), the requirement applies to each of the participants. The requirements also apply for any companies that the tenderer will use to be qualified. Documentation of any significant changes to the tenderer's equity compared to the last accounts audit must be submitted with the tender.

Teknisk og faglig kapasitet:

The tenderer shall have experience from work of the same nature and degree of difficulty. Documentation requirement: Information on such shall be submitted with the offer. NPRA and other builders' experiences with the tenderer will be appraised The tenderer is required to show references to relevant contracts that they themselves have carried out in a satisfactory manner. Information about contracts the tenderer has had in the last few years, with names of references at the contracting authority, shall accompany the tender. The contractors who are participating in the tender contest as a working partnership: The contractor group shall be joint and several liable towards the contracting authority and a third-party. The supplier group must see to the necessary documentation of its overall qualifications. Each contractor participating in the partnering group, shall individually provide all information required for the company. As a part of this, a completed ESPD form must be submitted for every such supplier when applicable for the competition. If a tenderer must use others to fulfil the stated qualification requirements, he must document to the contracting authority that he will be able to use the necessary resources, c.f. the Public Procurement Regulations §16-10(2).
