County road 659 Nordøyvegen — Lot: K3 — Cutting Fjørtofta

A cutting shall be established with a portaling area for the tunnel work for the Nogvafjord and
Fjørtoftfjord tunnel at Fjørtofta in Haram municipality. The main work comprises:
— Unloading, transporting matter and laying out/depositing uncompacted matter approx. 65,000 m3.
— Blasting and transporting rock in the line, site road and land fill approx. 28,000 m3.
— Establishing an emissions pipeline to the sea approx. 500 m.
The work on the cutting for the Nogvafjord tunnel will mainly take place between approx. profile
28 530 and 28 840 along the main line. For Fjørtoftfjord tunnel, the work will mainly take place between approx.
profile 30 400 and 30730 along the main line and profile 0 — 500 for the supply road.
The project will be implemented based on drawings.

Information about the tenderer shall be given by submitting a completed ESPD (European Single Procurement document) Only the section ‘a: Total statement for all the qualification requirements’ shall be completed in part IV.
Part V shall not be completed.
The contracting authority can, at any time in the competition, ask for the tenderer's
documentation stated in the ESPD, c.f. the Public Procurement Regulations § 17-1(3).
Tenderers shall be a legally established company. The same applies to each participant in
any a working partnership (contractor group).
Documentation requirement:
Certificate from the Register of Business Enterprises or an equivalent certificate from a register for legal registration in the country where the tenderer is established.
Norwegian tenderers shall, together with the documentation that the qualification requirements are fulfilled,
enclose a VAT certificate and a tax certificate. The tax certificate shall not
be older than 6 months calculated from the deadline for submitting a request for participation in
the competition or a tender.
All tenderers with business addresses in other EEA countries shall present
a VAT certificate or equivalent certificate of public duties and a tax certificate.
The Public Procurement Regulations § 7-2 apply accordingly. If a tenderer's home country does not issue such certificates,
they can be replaced by a declaration from a legal or administrative authority in the home country or
the current country of residence.
Tenderers who participate in the competition as a working partnership.
The supplier group shall be joint and severally liable to the builder and third parties.
The supplier group must ensure that there is the necessary documentation for its overall
qualifications. Furthermore, each individual supplier who participates in the group, shall separately provide
all the information that is required for their company. As a part of this,
a completed ESPD form shall be submitted for each supplier where applicable for
the competition.
The supplier group will be assessed as one for all the qualification requirements except
HSE and equity. Each tenderer will be individually evaluated for HSE and equity.
Documentation requirement for each individual participant in the supplier group:
Declaration of joint and several liability to the builder and third parties.
Certificate from the Register of Business Enterprises or an equivalent certificate from a register for statutory registration in
the country where the tenderer is established.
A statement must also be given of the company form and the composition of the supplier group.
Documentation of equity, c.f. point 6.
Documentation of any significant changes to the tenderer's equity as compared to the last
auditor confirmed accounts.
Completed ESPD-skjema.
If a tenderer must rely on others to fulfil the stated
qualification requirements, the tenderer must document that he will be able to
use the necessary resources, cf. the public procurement regulations §16-10(2).
Companies that the tenderer will use, shall be legally registered companies.
The tenderer and companies that the tenderer will rely on will be assessed as one for
all the qualification requirements except HSE and equity. For HSE and equity,
the tenderer and each individual company will be assessed separately.
Documentation requirement for each individual company that the tenderer will use:
Binding statement.
Documentation of equity.
As a part of this, a completed ESPD form must be submitted for every such supplier
where applicable for the competition.
Tenderers shall have a system and routines that ensure that HSE work is carried out in a systematic
way in accordance with the internal control regulations.

Documentation of any significant changes to the tenderer's equity as compared to the last
auditor confirmed accounts shall be enclosed with the tender.
Minste nivå(er) av standarder:
Tenderers are required to have positive equity. If the tenderer is a working partnership,
(supplier group), the requirement applies to each of the participants. The requirements also apply for
any companies that the tenderer will use to be qualified.
Teknisk og faglig kapasitet:
Information on experience from work of the same nature and degree of difficulty shall be submitted with the tender offer.
Information on contracts the tenderer has had in recent years, with names of references
at the contracting authority shall be enclosed with the tender.
Any assessment forms from previously completed contracts can also be included
in the basis for the evaluation.
Minste nivå(er) av standarder:
The tenderer shall have experience from work of the same nature and degree of difficulty.
The tenderer is required to show references to relevant contracts that they themselves have
executed in a satisfactory manner.
Conditions which will be evaluated are related to, a.:
— documentation of completed quality
— fulfilment of contracts
compliance with provisions and procedures for HSE
— compliance with provisions for wages and working conditions
— observance of deadlines
— follow up during the warranty/claims period
— use of apprentices.
