A new ferry quay shall be constructed on behalf of Møre og Romsdal County on county road 61, Sulesund ferry quay. The work includes blasting for the establishment of new queueing places and car parks. The blasted matter shall be used as filling the sea for part of the new land area. The new land area shall be developed with asphalt, kerbstones, covering and planting. The old boat houses shall be demolished and a new area for boat houses and boat places shall be established by the breakwater. The new quay shall be constructed for 120 PBE, with an additional quay of 8 x 120 m with a ferry quay bridge of 12 x 18 m. The quay shall be suitable for electrical ferries. In addition avalanche mounds shall be constructed up to the houses by Nøringsetvegen, the mound shall be constructed by on-site matter with a brick back wall. The work will be carried out close to high voltage lines and close cooperation with the line owner, Mørenett, is a prerequisite.

Tenderers shall be a legally established company. The same applies to each participant in a working partnership (contractor group).

Documentation requirement:

Certificate from the Register of Business Enterprises or an equivalent certificate from a register for legal registration in the country where the tenderer is established.

If a tenderer, or others who he is identified with, in accordance with the Public Procurement Regulations, § 24-2, has committed a crime as stated in the Public Procurement Regulation §§ 9-5 (2) and 24-2 (2), or conditions exist that are described in the Public Procurement Regulations § 24-2 (3) letters c), e), f) and i), the tenderer shall document measures that have been carried out to show that he has the necessary integrity that the contracting authority expects from a contract party, cf. the Public Procurement Regulations § 24-5. The documentation shall be presented with the other documentation for the qualifications.

Norwegian tenderers shall enclose a tax certificate and VAT certificate with the qualification requirements documentation. The tax certificate must not be older than six months old at the deadline for submitting a request for participation in the competition or tender.

Equivalently, all foreign tenderers with business addresses in other EEA countries shall enclose a VAT certificate or equivalent public fees and a tax certificate.

The Public Procurement Regulations § 7-2 apply accordingly. If the tenderer's home country does not issue such certificates, they can be replaced by a declaration from a legal or administration authority in the home country or the current country of residence.

Tenderers who participate in the competition as a working partnership. The supplier group shall be joint and severally liable to the builder and third parties. The supplier group must see to the necessary documentation of its overall qualifications. Each contractor participating in the partnering group, shall individually provide all information required for the company. As a part of this, a completed ESPD form must be submitted for every such supplier when applicable for the competition. The supplier group will be assessed as one for all the qualification requirements except HSE and equity. Each tenderer will be individually evaluated for HSE and equity.

Documentation requirements for each individual participant in the supplier group: Declaration on joint and several liability to the builder and third parties. Certificate from the Register of Business Enterprises or an equivalent certificate from a register for legal registration in the country where the tenderer is established. A statement must also be given of the company form and the composition of the supplier group. Accident frequency (H1-value) Documentation of equity, cf. point 6. Documentation of any significant changes to the tenderer's equity as compared to the last accounts audit. Completed ESPD-skjema.

If a tenderer must use others to fulfil the stated qualification requirements, he must document to the contracting authority that he will be able to use the necessary resources, cf. the Public Procurement Regulations §16-10(2). Companies that the tenderer will use, shall be legally registered companies. The tenderer and companies that the tenderer will use will be assessed as one for all the qualification requirements except HSE and equity. Each individual company will be individually assessed for HSE and equity.

Documentation requirement for each individual company that the tenderer will use:

Binding statement. Certificate from the Register of Business Enterprises or an equivalent certificate from a register for legal registration in the country where the tenderer is established. Accident frequency (H1-value) Documentation of equity. Documentation of any significant changes to the tenderer's equity as compared to the last accounts audit. As a part of this, a completed ESPD form must be submitted for every such supplier when applicable for the competition.

Minste nivå(er) av standarder:

Tenderers are required to have positive equity. If the tenderer is a working partnership (supplier consortium), the requirements apply for each of the participants. The requirements also apply for any companies that the tenderer will use to be qualified.

The tenderer's annual average turnover should be at least as large as the annual revenues the contract will generate.

Teknisk og faglig kapasitet:

Information on experience from work of the same nature and degree of difficulty shall be submitted with the tender.

Information about contracts the tenderer has had in the last few years, with names of references at the contracting authority, shall accompany the tender. Any assessment forms from previously completed contracts can also be included in the basis for the evaluation.

Confirmation of systematic HSE work in the E5 tender form.

The H1 value shall be added to the form in E2.

If the H1-value is higher than 15, an account shall be given of the developing trend of the H1-value and possibly the F-value, which will express the severity of any high H1-value. Furthermore, a report on whether improvement measures are implemented, and if so also documentation on the effectiveness of these, should accompany the tender.

Competence and experience must be documented.

A statement of how the tenderer will organise the execution of the contract.

The tenderer is required to show references to relevant contracts that they themselves have carried out in a satisfactory manner.

Tenderers shall have a system and routines that ensure that the HSE work is operated in a systematic manner in accordance with the internal control regulations.

The average H1-value for the last three years should be lower than 15.

Technical and professional competency and relevant experience is required of the key personnel who will be engaged in this assignment.

The organisation of the execution of the contract is required to be sufficiently staffed and the tenderer shall have the capacity and ability to deal with unforeseen circumstances during the contract period.
