Contract E-2 Beitstadsund bridge consists of the construction of a new bridge over Beitstadsundet, including the accompanying electrical work, asphalting and the assembly of railings and light masts. Beitstadsund bridge is 580 m long and 11 m wide with a typical cross section. At the northern end the bridge width shall be expanded for the lane turning left and in order to fulfil the visibility requirements from county road 720. The bridge has 6 spans. The land abutments in axes 1 and 7 shall be constructed as box land abutments with room for inspections of the joints and bearings. The land abutments and pillars shall be made out of concrete. Both land abutments are to be founded on blasted stone fillings on solid matter over rock. The bridge's superstructure consists of a closed steel box and concrete bridge cover.

The tenderer shall have the necessary competence and experience, both as regards technical, professional, economic and financial capacity. Information about the tenderer shall be given by submitting a completed ESPD (European Single Procurement document) Tenderers shall be a legally established company. The same applies to each participant in any a working partnership (contractor group). All contractors shall present Tax and VAT certificates Systematic HSE work: The tenderer shall have a system and routines that ensure that the HSE work is operated in a systematically manner in accordance with the internal control regulations. C.f. the verification in E5 the tender form. Accident frequency rate (H1-verdi): If the tenderer is a working partnership (contractor group), the requirements apply for each of the participants. The requirements also apply for any companies that the tenderer will use to be qualified. The average H1-value for the last three years should be lower than 10. The implementation ability includes turnover, the key personnel's competence and organisation. There will be an overall assessment for the requirements imposed under the criterion implementation ability. Turnover: The tenderer's annual average turnover should be at least as large as the annual turnover the contract generates. Technical and professional expertise and relevant experience is required of the key personnel who will be available for this assignment. Organisation of the implementation of the contract requires sufficient manpower and that the tenderer has the capacity and ability to manage unexpected contractual conditions.

Økonomisk og finansiell stilling:

Tenderers are required to have positive equity. If the tenderer is a working partnership, (supplier group), the requirement applies to each of the participants. The requirements also apply for any companies that the tenderer will use to be qualified. Documentation of any significant changes to the tenderer's equity compared to the last accounts audit must be submitted with the tender.

Teknisk og faglig kapasitet:

The tenderer shall have experience from work of the same nature and degree of difficulty. Documentation requirement: Information on such shall be submitted with the offer. NPRA and other builders' experiences with the tenderer will be appraised The tenderer is required to show references to relevant contracts that they themselves have carried out in a satisfactory manner. Information about contracts the tenderer has had in the last few years, with names of references at the contracting authority, shall accompany the tender. The contractors who are participating in the tender contest as a working partnership: The contractor group shall be joint and several liable towards the contracting authority and a third-party. The supplier group must see to the necessary documentation of its overall qualifications. Each contractor participating in the partnering group, shall individually provide all information required for the company. As a part of this, a completed ESPD form must be submitted for every such supplier when applicable for the competition. If a tenderer must use others to fulfil the stated qualification requirements, he must document to the contracting authority that he will be able to use the necessary resources, c.f. the Public Procurement Regulations §16-10(2).
