Objective and scope.

The competition is for a framework agreement for contractor services and the hire of machines and equipment with or without drivers/operators for Nedre Eiker municipality. The Contracting Authority would also like goods to be delivered for individual projects. The Contracting Authority shall enter into parallel framework agreements. The contracts will be valid until 31.12.2019 as Nedre Eiker municipality will be merged with Drammen and Svelvik municipalities. 6 months notice can be given in the contract period before 31.12.2019 if the municipality merger process requires this. The contract will come into force from 1.12.2017. If the merger process requires it, the Contracting Authority will have an option to extend the contract for up to 1 year. The extent of the contractor services and the need for hiring machines/equipment will vary from year to year. There will, therefore, not be a guaranteed minimum turnover under the framework agreements. Municipal engineering has a total of 100 000 000 NOK in the investment budget and this is to be divided between projects carried out ourselves, separate notices and this framework agreement.

The attached price form includes the most used articles for the Contracting Authority in recent years. There can be a need during the framework agreement for other machines/equipment and the Contracting Authority will, in such cases, request that this is primarily delivered from the framework agreement suppliers and that it is priced with approximately the same price/discount structure as the offered goods in the price form. The competition is announced in DOFFIN and the TED database in accordance with the law and accompanying public procurement regulations. The offer shall contain all of the information that this tender requires. Incomplete offers may be discarded.

Price Form.

Price will be weighted 100 % in the evaluation of the tenders that fulfil the requirements for suppliers, cf. the tender documentation. Transport of machines and equipment to the Contracting Authority's site address at the start and return to the contractor at the end of each assignment for each call-off shall be included in the prices. Any need to move machines and equipment in the contract period for each call-off is to be invoiced as an addition after prior approval. Hours will be paid from the start of work at the site address in Nedre Eiker for contractor assignments. Transport time from the tenderer's meeting place to the site address will not be paid. Daily meal breaks are not covered. Overtime prices for staff shall be stated. Tenderers must state prices for all the offered function/price categories. Tenderers shall state the hourly rate excluding VAT, but including all other costs (fees, delivery, transport, travel time, journeys, payment and all other cost elements). If machines and equipment are hired without drivers, an hourly rate will be paid for the machine in question with a deduction for the driver/operator.
